Civil servants of the Public Administration Service Center of Hac Thanh ward handle administrative procedures for citizens.
As one of four civil servants of the Provincial Public Service Center assigned to assist the Public Service Center of Muong Lat commune, Mr. Nguyen Danh Hieu said: “When the 2-level local government first came into operation, some civil servants of the Public Service Center of Muong Lat commune had not yet approached the handling of administrative procedures, so they were still confused about using the software system and receiving and handling documents for the people. Therefore, when we were assigned to Muong Lat commune, we directly instructed the cadres and civil servants to use the software to handle administrative procedures, instructed citizens to submit documents online on the National Public Service Portal; instructed the Public Service Center of the commune to arrange facilities and equipment; posted and publicized administrative procedures, publicized the exemption of fees and charges for administrative procedures using online public services according to Resolution No. 12/2025/NQ-HDND of the Provincial People's Council. After 1 month of accompanying, up to now, the Public Service Center of Muong Lat commune has The platform has been running quite smoothly and efficiently.”
Administrative reform and institutional reform are strategic breakthroughs in implementing the two-level local government model. Therefore, since June 2025, the Provincial Public Service Center has coordinated with units to organize professional training courses for the People's Committees of communes and wards on the content of Decree No. 118/2025/ND-CP dated June 9, 2025 of the Government on implementing administrative procedures under the one-stop and one-stop mechanism; training and guidance on professional reception and handling of administrative procedures on the Provincial Administrative Procedure Handling Information System; training and guidance on the use of the National Public Service Portal and the Provincial Administrative Procedure Handling Information System for cadres and civil servants of new communes and wards.
Deputy Director in charge of the Provincial Public Service Center, Nguyen Tuan Hoa, said: “To operate effectively, the Provincial Public Service Center has advised the Provincial People's Committee to issue a decision to reorganize the activities of the Provincial Public Service Center and instructed the Commune People's Committee to issue regulations and rules related to the activities of the Commune Public Service Center. The Center has also instructed the Commune People's Committee to arrange and supplement basic information technology equipment to serve organizations and individuals to handle administrative procedures, and at the same time provided guidance on space arrangement, brand identification, decoration of slogans promoting administrative procedure reform and functional subdivisions of the Commune Public Service Center. The Provincial Public Service Center has also developed documents and sample videos to guide citizens to submit applications online on the National Public Service Portal; instructed officials and civil servants to process applications on the Provincial Public Service Information System, ensuring smooth operations from the first day of operating the 2-level local government.”
To facilitate organizations and individuals in searching and learning about administrative procedures, the Provincial Public Service Center has fully publicized 2,216 administrative procedures under its jurisdiction, including 795 full-process online public services and 1,160 partial online public services. 100% of online public services have been integrated and publicized on the National Public Service Portal. Administrative procedures according to the Government's decree on decentralization, delegation of authority, and division of authority have also been fully publicized, with a total of 1,128/1,128 procedures (100%). According to assessment data from the Government Office , Thanh Hoa is one of 9 localities nationwide that has completed the announcement and publicization of the list of administrative procedures applied at the provincial level. In addition, the Provincial Public Service Center has also established and granted 18,174 accounts to cadres, civil servants, and public employees to access the Provincial Administrative Procedures Information System.
Muong Lat Commune Administrative Service Center handles administrative procedures for people.
To support people, the Provincial Public Service Center and communes and wards have publicized hotlines and provided support contacts at the commune level to promptly resolve incidents arising during the process of handling administrative procedures. Posting and publicizing the list of officials and civil servants on duty to support, guide the use of the National Public Service Portal, the Provincial Administrative Procedure Handling Information System and receiving and answering related arising issues.
In the first month of operating the 2-level local government model (from July 1 to July 31, 2025), Thanh Hoa was among the top in the country in terms of the number of online public service and administrative procedure records received with 160,766 records (including 151,542 online records, 9,224 direct records). Of which, at the Public Service Centers of communes and wards, 122,831 records were received (114,798 online records, 8,033 direct records). These are impressive numbers, clearly demonstrating the effective, smooth, and uninterrupted operation of the Public Service Centers at the provincial and commune levels.
In addition to the achieved results, after more than a month of operating the two-level local government, there are still difficulties and problems. That is, the system of specialized software of ministries and branches deployed to localities is still slow; searching for administrative procedures on the National Public Service Portal is still complicated, not convenient for people and businesses; the VNeID application is overloaded, operating slowly during rush hours. Some officers working at the Public Service Center at the commune level are not familiar with the job, and are still confused in guiding and receiving citizens' documents. Some communes in mountainous areas are lacking officers, leading to difficulties in serving people and businesses.
To overcome the limitations that have been pointed out, the Provincial Public Service Center continues to support, provide professional guidance and coordinate the organization of training courses for civil servants receiving documents at the Public Service Center, officers of departments and leaders of the People's Committees at the commune level participating in handling administrative procedures to improve the efficiency of processing documents in the online environment. At the same time, coordinate with relevant units to organize training, guide online submission of documents and online payment on the National Public Service Portal for members of the community digital technology team and youth union in localities to guide and support people in the most effective way.
