Immediately after the Law on Domestic Violence Prevention and Control 2022 and the Decree guiding its implementation were issued, Ca Mau City proactively concretized and synchronously deployed legal contents into practical life. Legal propaganda andeducation activities were strengthened at the grassroots level, focusing on clarifying the serious consequences of domestic violence, raising awareness of the rights, obligations and responsibilities of each individual in maintaining family happiness.

The results show that in 2023, Ca Mau City only had 4 cases of domestic violence, all of which were detected and handled promptly. Notably, in 2024 and the first 6 months of 2025, no cases were recorded. This is a positive signal, reflecting the practical effectiveness of prevention and propaganda work in the community.

Synchronize the model - Raise community awareness

Up to now, the city has built and maintained 408 effective models of preventing and combating domestic violence, including 98 “Sustainable Family Development” Clubs, 103 groups for preventing and combating domestic violence, 130 trusted addresses in the community and 84 hotlines. These models are not only places to share and provide legal and psychological support to victims, but also channels for active propaganda and education, helping people change their behavior and conduct in the family in the direction of compassion and mutual respect.

Through regular activities, club members are updated with knowledge on household economic development, gender equality, child rearing, parenting skills and child protection. These activities help families improve their capacity to protect themselves, manage their lives, and support each other in difficult times.

Ca Mau City also cleverly integrates the content of preventing and combating domestic violence into major movements such as: "All people unite to build a cultural life", "Cultural family", "Building cultural hamlets and neighborhoods", "Family of 5 no's, 3 clean"... In particular, campaigns such as: "Exemplary grandparents and parents, filial children and grandchildren", "Raising healthy children, teaching good children", or the movement "Self-managed residential areas" have created a healthy cultural environment, helping families have more motivation to live in harmony, behave civilly and know how to resolve conflicts within the family.

Currently, Ca Mau City has 51,367 households achieving the title of "Cultural Family" (reaching 95.81%) and 115/115 hamlets and residential areas achieving cultural standards - impressive numbers showing the positive effects of the connection between preventing and combating domestic violence and building a grassroots cultural life.

Accordingly, Ca Mau City has spent nearly 291 million VND from the State budget on the prevention and control of domestic violence from 2023 to present. In addition, 100% of officers in charge of family work and prevention and control of domestic violence have been trained to improve their capacity. More than 1,158 collaborators are actively working at the grassroots level to help detect early, intervene and promptly support cases with signs of violence.

Communication activities were also promoted through many forms such as: mobile vehicles, radio bulletins, via the city website, community meetings... with a total of 115 propaganda sessions, attracting more than 8,500 participants. Thereby, contributing to raising awareness, behavioral skills and law compliance of the people, especially women, children and vulnerable groups.

Trusted Address - Support for victims of violence

One of the typical models is the “Trusted Address in the Community”, currently available in all communes and wards. This is a place to provide information, advice, and temporary support for victims of domestic violence, helping them have more time to stabilize their mental health and be guided to access appropriate medical, legal, and social assistance services.

In addition, the grassroots mediation team also actively and proactively resolves family conflicts as soon as they arise, helping to prevent violence from the root. Many models such as: "Happy family", "No third child" or "Women without domestic violence" are also being effectively maintained by the City Women's Union and wards and communes.

Ms. Huynh Thi Vis Phuong, President of the Women's Union of Tan Thanh Ward, affirmed: "Building a cultural family is an important foundation for forming a civilized and progressive society. In which, women play a pivotal role in connecting love and spreading humane lifestyles and cultural behavior in each family. The Women's Union of the ward always integrates propaganda on preventing and combating domestic violence in its meetings, maintains a trusted address and closely coordinates with forces to promptly intervene, help victims overcome difficulties and rebuild a peaceful life."

Ms. Vo Hanh Tham, Vice President of Women's Association of Hamlet 1, Tan Thanh Ward, is a shining example of preserving family warmth and spreading the spirit of kindness. Without any allowance or salary, she still works hard at the association, nurturing the relationship between husband and wife, and raising children with gentleness and love. She and her family are proof of lasting happiness - where there is no place for violence, only sharing and companionship. In addition, from the model of collecting scrap to raise funds, she cherishes the idea of ​​opening a savings account to help orphans, contributing to taking care of unfortunate lives.

Currently, Mr. Tran Ngoc Tho and Ms. Nguyen Thanh Thuy, Cay Tram A hamlet, Dinh Binh commune, take care of their two children and build a happy family. Mr. Tho shared: "As a man, I always try to avoid conflicts or bad actions in the family, especially in the current context of domestic violence. I hope that young couples need to understand and share with each other to avoid consequences such as divorce or breakup. For me, a happy family is when the husband and wife understand and share with each other in all difficulties. There is no specific secret, but the important thing is that the husband and wife confide in each other, resolve problems, and give suggestions to perfect and build a warm home together."

Ca Mau City identifies that the prevention and control of domestic violence is not only the task of the cultural sector or women, but also the shared responsibility of the entire political system and each citizen. The city continues to focus on improving the quality of the family work team, expanding effective models, promoting the proactive role of the community in detecting and supporting victims and changing social awareness.

Domestic violence cannot be eliminated overnight, but with determination and continuous efforts, Ca Mau City is gradually building a safe, fair and happy living environment for all people. A society can only truly develop sustainably when each family is a loving home, where there is no room for violence and harm. That is the goal that Ca Mau City is gradually realizing.
