
The Steering Committee for the implementation of the elimination of temporary and dilapidated houses and the National Target Program for Sustainable Poverty Reduction in Huong Khe district has just held a conference to summarize the Program for the elimination of temporary and dilapidated houses and the National Target Program for Poverty Reduction for the period 2021-2025.
The program to eliminate temporary and dilapidated houses in Ha Tinh in general and Huong Khe district in particular has become a widespread emulation movement with the fierce participation of the entire political system, organizations, businesses and the whole society.

From 2020 to present, the whole district has mobilized to build and repair 1,624 houses for poor households, near-poor households, households with meritorious services and households in especially difficult circumstances affected by natural disasters, with a total cost of 106.92 billion VND.
In 2025 alone, the district will build and repair 291 new houses (103 poor households, 101 near-poor households, 87 policy households and meritorious people). Of these, 224 houses will be newly built and 67 houses will be upgraded and repaired. The total cost of the program is 17,690 billion VND. As of May 19, 2025, 291/291 houses in the district have been completed and put into use, reaching a rate of 100%.

In addition to the state support under the Program to eliminate temporary and dilapidated houses launched by the Central Government (poor households, near-poor households, meritorious people, relatives of martyrs), all levels and sectors in Huong Khe have proactively reviewed and mobilized resources from enterprises, organizations, and individuals to support and help households in especially difficult circumstances to build houses. Accordingly, the total support and mobilization budget reached more than 5.5 billion VND; cash equivalents were nearly 140 million VND; working days were equivalent to nearly 420 million VND.
In particular, in addition to 291 houses supported under the Program to eliminate temporary and dilapidated houses launched by the Central Government, Huong Khe district also mobilized to build 42 more houses for disadvantaged households, with a total cost of nearly 3.5 billion VND.
Regarding the National Target Program on Sustainable Poverty Reduction, the total capital from the state budget allocated for the 2021-2025 period in the district is nearly 20 billion VND. In addition, the locality mobilized nearly 4.5 billion VND in counterpart funds from people participating in the projects and sub-projects of the program.
Up to now, Huong Khe has achieved the target of reducing the multidimensional poverty rate according to the Resolution of the District Party Congress and the Resolution of the District People's Council (in 2021, the poverty rate at the beginning of the period 2021 - 2025 was 5.98%, in 2025 it decreased to 2.82%; compared to the beginning of the period, there have been 961 fewer poor households, a decrease of 3.16%). Many livelihood models, vocational training, and job creation for people have been effective, increasing sustainable income.

In his closing speech at the conference, Secretary of the District Party Committee Nguyen Thanh Dien acknowledged, commended and highly appreciated the efforts of Party committees, authorities, the Fatherland Front and socio-political organizations from the district to the grassroots level; thanked the noble gestures and kindness of cadres, party members, civil servants, public employees, people of all walks of life, philanthropists, and businesses inside and outside the district who actively responded to the two programs with profound and practical humanitarian significance.
At the same time, it is recommended that Party committees, authorities, the Fatherland Front and socio-political organizations from the district to the grassroots level continue to promote the role of the entire political system in poverty reduction and temporary housing elimination, ensuring sustainability, fairness and substance; carefully review, not leaving out any subjects in need of support, ensuring that all people have safe and stable housing, especially before the rainy and stormy season.
For households that have received support to eliminate temporary and dilapidated houses, local Party committees and authorities must organize specialized activities in villages and residential groups to raise awareness, arouse the will to be self-reliant, and avoid the mentality of waiting and depending on others.
Propose that the District People's Committee coordinate with relevant agencies and units to research, advise and propose competent authorities to issue support policies such as: Vocational training, job creation, policy credit loans, etc. to help people escape poverty sustainably. The Vietnam Fatherland Front Committee and socio-political organizations continue to promote propaganda, mobilization, and maximum mobilization of resources from businesses, children of the homeland, volunteer organizations, etc. to support social security programs.
