Training and improving the expertise and professionalism of this team and developing collection points at the grassroots level are among the strategies of the SI sector.
Collection officers in Nhuan Trach commune (Luong Son) support social insurance and health insurance participants to install the VssID application and propagate social insurance and health insurance policies.
Mr. Vu Hong Thai, Director of Luong Son District Social Insurance, said: The staff of the collection points plays an important role in developing social insurance and health insurance participants. They help social insurance and health insurance policies penetrate deeply into the community, helping people easily participate, adjust information on cards and books and get quick and clear answers without having to go to the Social Insurance agency headquarters. In addition, they also guide the installation and access of new applications of the Social Insurance industry for social insurance and health insurance participants such as installing the VssID application on mobile devices, participating through public services. It can be said that they are the ones who directly contact the people, are intermediaries between the people and the Social Insurance and Health Insurance agencies, helping to bring the industry's policies to the people quickly and effectively. At the same time, they are responsible for detecting, collecting, comparing and managing information about social insurance and health insurance participants in the locality; undertake the inspection and examination of units, enterprises and individuals participating in social insurance and health insurance, ensuring full and correct insurance payment. This team is an important bridge to raise awareness of social insurance and health insurance policies for local people, helping people better understand their rights and responsibilities in participating in social insurance and health insurance. This will help increase people's participation in this policy, contributing positively to the development of the insurance industry.
Recognizing the importance of tax collectors, in recent times, Luong Son District Social Insurance has focused on training and improving professional qualifications. In the district, there are currently 72 tax collector points of 2 main agents, the District Post Office and Viettel Luong Son. Tax collectors are trained and fostered in many forms such as direct training, online training from provincial social insurance officers. Since the beginning of the year, Luong Son District Social Insurance and agents have organized 3 training courses and professional development for 72 tax collector points (2 classes at the Post Office, 1 class at Viettel) to provide new skills and new policies for tax collectors to gain more knowledge during their work in the locality. The training content focuses on communication skills and steps to perform the tasks of the collection point such as: collecting money, paying money, transferring money, updating information of voluntary social insurance and family health insurance buyers for the social insurance agency through software and receiving social insurance books and health insurance cards to return to buyers... with specific timelines and forms.
According to comrade Vu Hong Thai, to achieve the result that social insurance participants account for 42% of the labor force and 82% of the population participates in health insurance in the district is a great effort of the collection point system. The Steering Committee for Social Insurance and Health Insurance Development of Luong Son district has directed each hamlet and residential area to try to have at least 1 collection point for people to conveniently purchase social insurance and health insurance. At the same time, in the coming time, the collection staff at the grassroots level needs to constantly improve to have high professional capacity, master the new regulations and policies of the insurance industry, and be able to solve problems arising in the collection and management process. In addition, it is necessary to have a high sense of responsibility and sensitivity in detecting and solving problems related to social insurance and health insurance participants in the locality.
