On the occasion of International Women's Day, March 8, Plan International Vietnam shares Vietnam's results in the Girls' Leadership Index 2024 (GLI 2024).
The report was conducted by Plan International Asia -Pacific , using secondary data synthesis and analysis from reliable data sources globally.

The GLI 2024 Index assesses leadership opportunities for women and girls in 19 South and Southeast Asian countries, and 14 countries and territories in the Pacific region.
The report analyzes data across seven key areas, including: Education, Economic Opportunities and Potential, Protection, Health, Voice and Participation, Law and Policy, and Action towards Climate Change Response.
The GLI 2024 results show that Vietnam continues to affirm its pioneering role in the region by achieving high results, recording strong and steady progress in many key areas, demonstrating its continuous commitment to promoting gender equality and enhancing the role of women and girls in society.
Leading numbers in the region
With the premise and solid foundation of the 2006 Law on Gender Equality and the National Strategy on Gender Equality for the 2021-2030 period, Vietnam is one of the few countries to achieve a perfect score (1.0) in the Law and Policy index, reflecting an advanced legal policy system that comprehensively protects and promotes the rights of women and girls.
This is an important achievement, affirming Vietnam's persistent efforts in building a solid environment to facilitate women's development and assert their leadership roles.
Vietnam ranked second in the region (after Singapore) in the Voice and Participation in Politics index, reflecting the growing presence of women in legislative and executive bodies.
Specifically, Vietnam has the highest proportion of female National Assembly deputies in the Asia-Pacific region at 30.26%, according to results released at the Asia-Pacific Ministerial Conference in November 2024.
This reflects Vietnam's deep concern for women's empowerment, ensuring equal participation and voice of women in important policy decisions.
Vietnam achieved the highest increase in the Climate Action Index, demonstrating its pioneering role in implementing sustainable environmental policies.
This is Vietnam's continuous effort in building a green, sustainable future, creating conditions for the young generation, especially girls, to develop in a safe and healthy environment.
Specifically, Vietnam has committed to reducing greenhouse gas emissions by 9% by 2030, while implementing many renewable energy projects to minimize the impact of climate change.
Ensuring health and welfare
Vietnam continues to maintain positive and stable results in the Health Index, while many countries in the region witnessed a significant decline.
Papua New Guinea recorded the largest decline and ranked last in the Pacific region, reflecting significant challenges in women’s health and wellbeing systems. New Zealand, Palau, Fiji, Micronesia, Samoa, Tonga and Vanuatu also saw significant declines.
Meanwhile, Vietnam has maintained a stable position and maintained very positive results, clearly demonstrating Vietnam's effective policies in improving the quality of health care for women, ensuring the best conditions for girls to develop comprehensively.
Many steps forward in the work of protecting girls
Vietnam is among the group of countries with significant improvements in the Protection Index, demonstrating a strong commitment to strengthening measures to prevent and respond to violence and gender-based violence against women and girls, creating safe and equitable conditions for women to maximize their potential.
According to a report by the Ministry of Public Security, the number of domestic violence cases decreased by 20% in 2024 compared to the previous year, showing the effectiveness of prevention and victim support programs.
The GLI 2024 results once again affirm the important strides that Vietnam has made in promoting gender equality and creating conditions for women and girls to have the opportunity to maximize their potential.

The GLI 2024 report, conducted by Plan International Asia-Pacific, is a study based on secondary data analysis (desk review), using reliable information sources from prestigious international organizations such as the World Bank, the United Nations (UN), UNESCO, ILO and leading policy research organizations. The GLI is designed to measure the level of support and opportunities that countries in the region provide for women and girls to develop leadership capacity. The report assesses data from 19 South and Southeast Asian countries, and 14 countries and territories in the Pacific region, based on seven important areas: Education – Opportunities to access and complete education levels, ability to use information technology in education. Opportunities and Potentials in the economic sector – Ability to participate in the labor market, access to finance and position in management. Protection – Measures to protect girls from early labor, child marriage and protect women from gender-based violence. Health – Access to health services, reproductive health, nutrition and mental well-being. Voice and Participation – The role of women in decision-making bodies, representation in the political system. Laws and Policies – Policy and legal frameworks ensure equality and protection for women and girls. Action towards climate change response – Environmental policy, adaptation and commitments to mitigate the impacts of climate change. The GLI 2024 report not only provides a comprehensive picture of development opportunities for girls and young women, but also provides practical evidence, helping stakeholders – including governments, social organizations and the private sector – have appropriate orientations to promote gender equality and create a favorable environment for women to develop.
