The dialogue was chaired by Vice Admiral Ronald McIntyre Astorga - Director of ANEPE, with the participation of Vice Directors, scholars, researchers and senior officers of the Academy. In his presentation, Ambassador Nguyen Viet Cuong affirmed that the East Sea is not only a regional issue but also a global strategic concern, because this is a vital maritime route, where about 1/3 of the world's trade is transported.
The Ambassador stressed that for an export-oriented economy like Chile, shipping routes through the East Sea are of practical significance to the country's trade and supply chains.

The Ambassador deeply presented Vietnam's consistent viewpoint on maintaining peace, stability and the rule of law at sea, considering the 1982 United Nations Convention on the Law of the Sea (UNCLOS) as the "Constitution of the Ocean" - the immutable foundation for the international legal order at sea.
Vietnam advocates resolving all differences through peaceful means, restraint and dialogue, while actively promoting bilateral, regional and international cooperation to build trust and respond to non-traditional challenges such as marine pollution and climate change.

The Ambassador also introduced Vietnam's "four no's" policy in defense - not participating in military alliances, not aligning with one country against another, not allowing foreign countries to set up military bases, and not using or threatening to use force - demonstrating an independent, self-reliant, peaceful, and responsible foreign policy.
At the same time, Vietnam aims to develop a blue ocean economy, with key areas such as renewable energy, smart maritime logistics and sustainable aquaculture.
Notably, Ambassador Nguyen Viet Cuong suggested three specific directions for cooperation between Vietnam and Chile: (1) establishing a mechanism for exchanging experts on marine science; (2) implementing a pilot project applying blockchain and AI in the sustainable seafood supply chain, connecting the Vietnamese shrimp industry and the Chilean salmon industry; (3) enhancing policy dialogue on ocean governance within the framework of the CPTPP.

After his speech, the Ambassador had an open exchange with ANEPE scholars, officers and students on issues related to security, cooperation and sustainable development at sea, receiving many questions and positive assessments from them.
The presentation received attention and high appreciation from Chilean scholars and officers, contributing to enhancing understanding of Vietnam's maritime policy, expanding scientific and strategic cooperation between the two countries and affirming Vietnam's active and responsible role in promoting peace, stability and the rule of law in international waters.
