Opening of the first National Conference to implement laws and resolutions of the National Assembly

On September 6, at the National Assembly House, the National Assembly Standing Committee held the first national conference to implement laws and resolutions of the 15th National Assembly. National Assembly Chairman Vuong Dinh Hue chaired the conference. The conference was connected online to 62 connecting points in provinces and cities across the country.

Attending the conference were comrades: Phan Dinh Trac, Politburo member, Head of the Central Internal Affairs Commission; Nguyen Hoa Binh, Politburo member, Chief Justice of the Supreme People's Court; Do Van Chien, Politburo member, Chairman of the Central Committee of the Vietnam Fatherland Front; Deputy Prime Minister Le Minh Khai; Vice President Vo Thi Anh Xuan.

Comrade Hoang Thi Thuy Lan, member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairwoman of the Provincial People's Council, Head of the Provincial National Assembly Delegation chaired the conference at Vinh Phuc bridge.

Also attending were comrades: Nguyen Trung Hai, member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Council; Nguyen Van Manh, member of the Provincial Party Committee, Deputy Head of the Provincial National Assembly Delegation; Vu Chi Giang, member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee.

Speaking at the opening of the conference, Permanent Vice Chairman of the National Assembly Tran Thanh Man emphasized: This is the first time the National Assembly Standing Committee has coordinated with relevant agencies to organize a conference to deploy laws and resolutions of the National Assembly, aiming to put the laws and resolutions of the National Assembly passed at the 5th Session into practice soon and effectively; at the same time, review and urge the implementation of laws and resolutions of the National Assembly issued since the beginning of the 15th term.

This is also the task of the National Assembly Standing Committee in supervising the implementation of laws and resolutions of the National Assembly according to the provisions of the Law on Organization of the National Assembly 2014, amended and supplemented in 2020.

The conference will evaluate the implementation of 23 laws and 29 resolutions; of which 15 laws and 21 resolutions were passed from the beginning of the term until before the 5th Session and 8 laws and 8 resolutions were passed at the 5th Session. Some resolutions on personnel, monitoring programs and establishment of specialized monitoring teams will not be within the scope of this conference.

The conference listened to two important reports from the National Assembly Standing Committee and the Government summarizing four main contents: The organization and implementation of laws and resolutions passed by the National Assembly since the beginning of the 15th term, achievements, difficulties, problems, causes and some solutions and recommendations.

Assessing some emerging issues in the organization and implementation of laws and resolutions of the National Assembly from the beginning of the term to before the 5th Session. Preparations and plans for the implementation of laws and resolutions passed by the National Assembly at the 5th Session, 15th National Assembly. Some key requirements and tasks for the implementation of laws and resolutions passed by the National Assembly at the 5th Session.

In addition, the conference will also hear presentations from agencies on the implementation of 21 laws and resolutions of the National Assembly. These are important documents with great impact, of public interest, with difficulties and problems that need to be resolved, such as the implementation of the National Master Plan for the 2021-2030 period, with a vision to 2050; the organization of online trials; piloting a model for organizing labor activities, career guidance, and vocational training for prisoners outside prisons; piloting auctions of car license plates; piloting a number of specific mechanisms and policies for development in Ho Chi Minh City and Can Tho City; the implementation of the Law on Grassroots Democracy, the Law on Insurance Business, the Law on Medical Examination and Treatment, etc.

In the morning session, delegates listened to the Report on the implementation of laws and resolutions passed by the National Assembly from the beginning of the 15th term to before the 5th Session; Report on the preparation and implementation plan for laws and resolutions passed by the National Assembly at the 5th Session; Summary report assessing the implementation of laws and resolutions passed by the National Assembly from the beginning of the 15th term to the end of the 4th Session and the implementation of laws, resolutions, law and ordinance building programs passed by the National Assembly at the 5th Session; Discussion on the implementation of laws and resolutions passed by the 15th National Assembly from the beginning of the term to the present in the field of the Ministry of Public Security... At the same time, a number of related contents were discussed.

In the afternoon of the same day, the conference continued its session with many other important contents.
