Over the past five years since the implementation of Directive No. 36-CT/TW, dated August 16, 2019, of the Politburo , the work of drug prevention, control, and management has seen many positive changes. However, the drug crime situation remains extremely complex. As of June 2024, there were 220,904 people nationwide who illegally used drugs, were drug addicts, or were under post-rehabilitation management.
To build upon the achievements, overcome shortcomings and limitations, and be more proactive in drug prevention, control, and combating, the Politburo issued Conclusion No. 132-KL/TW, dated March 18, 2025, on continuing to implement Directive No. 36-CT/TW, dated August 16, 2019, of the Politburo on strengthening and improving the effectiveness of drug prevention, control, and combating.
Accordingly, the Politburo requested Party committees, Party organizations, government agencies, the Fatherland Front , and mass organizations at all levels to continue strengthening the Party's leadership, improving the effectiveness and efficiency of State management, the core role of specialized forces, and the active participation of the broad masses of the people in drug prevention, control, and combating.

Improve the effectiveness of crime and drug prevention; strengthen drug prevention and control propaganda. Conduct a comprehensive review of drug addicts and illegal drug users to accurately assess the current situation and implement strict management measures...
In accordance with Conclusion No. 132-KL/TW of the Politburo, dated April 16, 2025, the Government issued an implementation plan accompanying Resolution No. 93/NQ-CP with the aim of organizing thorough understanding and serious, synchronized, and effective implementation.
Simultaneously, leverage the combined strength of the political system and all segments of the population; strengthen regular, close, and synchronized coordination among central and local ministries, departments, and agencies in effectively implementing Conclusion No. 132-KL/TW. Strive to ensure that by the end of 2030, at least 50% of commune-level administrative units nationwide are "drug-free," and gradually eliminate drugs from social life.
Concluding the conference, Standing Committee member of the Party Central Committee Tran Cam Tu requested that Party committees, Party organizations, government agencies, the Fatherland Front, and mass organizations at all levels strengthen the dissemination and thorough understanding of the content of Conclusion No. 32-KL/TW to cadres, Party members, union members, association members, and all strata of the people; develop specific programs and plans; and regularly inspect and supervise to improve the effectiveness of drug prevention, control, and combating work.
Continue to strengthen the Party's leadership, improve the effectiveness and efficiency of State management, the core role of specialized forces, and the active participation of the broad masses of the people in drug prevention, control, and combating.
This is identified as a task for the entire political system and society; it should not be left entirely to the police force; it must be implemented decisively, synchronously, regularly, and continuously in both prevention and control. The principle of preventing supply and reducing demand should be implemented, combined with intensified propaganda on drug prevention and control using content, forms, methods, and means appropriate to each target group.
Strengthen international cooperation, especially with neighboring countries, in the fight against and control of drug trafficking. At the same time, decisively and comprehensively implement measures to combat drug-related crimes, preventing Vietnam from becoming a production and distribution hub for drugs.
