QTO - Cultural and sports facilities have long been an indispensable part of the lives and activities of people from urban to rural areas. In Nam Hai Lang commune, the system of cultural centers and sports fields has received investment, meeting the needs of users and making an important contribution to improving the spiritual life of the people.

Focus resources and build a synchronized institutional system.

Recognizing the crucial role of cultural institutions in organizing political and social propaganda activities at the local level, Nam Hai Lang commune has focused its resources on building community cultural centers in recent years. Each center has a total investment of approximately 500 million VND, with 80% of the capital supported by the State and 20% being matching funds from the people.

The entire commune currently has 31 community cultural centers in residential areas, with 7 located in Dong Son village alone. Dong Son village head Nguyen Minh Tinh stated: “The village currently has 746 households and a wide geographical area. Previously, when the number of cultural centers was small, people had to travel long distances to participate in village activities, which was very inconvenient. Therefore, in 2025, with investment from projects under the National Target Program for Sustainable Poverty Reduction, along with matching funds from the people, two more cultural centers were newly built in Team 1 and Team 2 to facilitate people's participation in activities.”

The matching funds come not only from the people but also from the contributions of local organizations. For example, the Luong Dien Village Cultural Center received matching funds from the Luong Dien Cooperative. Mr. Le Van Phuoc, Director of the Luong Dien Cooperative, said that the cooperative contributed to building a spacious cultural center to provide people with a large space for meetings and activities, facilitating interaction and community bonding.

Many community centers in Nam Hai Lang have proven to be multifunctional, serving both as community gathering places and safe flood shelters for residents living in low-lying areas. Van Quy village, with 320 households and 1,408 inhabitants, is frequently severely flooded during the rainy season. Previously, the Van Quy village community center served as a flood shelter but had seriously deteriorated.

According to Nguyen Huu Long, head of Van Quy village, “Thanks to support funds combined with social contributions from the people, the locality has successfully rebuilt the My Chanh village cultural center into a spacious and modern two-story building. This new facility not only meets the needs of local people for meetings, cultural activities, and sports , but also serves as a safe evacuation point in the event of natural disasters.”

Community engagement and sustainable reduction of information poverty.

Every afternoon, the sports field in front of the My Chanh village cultural center in Nam Hai Lang commune bustles with laughter, chatter, and cheers as the volleyball teams practice and compete. In the evenings, the women call out to each other to gather at the village cultural center to practice folk dances. Not far away, a well-equipped playground provides a space for the elderly and children to relax. As one of the areas with a strong cultural, artistic, and sports movement, the cultural facilities in My Chanh village are effectively fulfilling their roles and functions.

Ms. Nguyen Thi Huong from My Chanh village shared: “The village's cultural center, sports field, and playground have been invested in and built to be spacious and well-equipped, with tables, chairs, electricity, and basic facilities, providing villagers with a meaningful place for activities. Currently, the village's women's volleyball and folk dance teams maintain regular activities. After a hard day's work, in the evening, everyone gathers here to practice, socialize, have fun, and strengthen community bonds.”

Along with the construction of the Cultural House, in recent years, villages have continued to invest in building fences and sports fields to complete the infrastructure, meeting the needs for physical training and enhancing the aesthetics of the new rural areas. Thanks to this systematic investment, the mass sports movement has achieved outstanding results and developed strongly in villages such as Hung Nhon, An Tho, My Chanh, Tan Son, Hoi Ky..., with strong sports such as men's football, men's and women's volleyball, and traditional boat racing. In particular, badminton, pickleball, billiards, and vovinam teams have been established to prepare for the 1st Quang Tri Provincial Sports Festival.

Besides their function as cultural centers, village cultural houses also serve as essential information hubs, hosting propaganda sessions and disseminating knowledge about science and technology, law, and new economic development policies. Through these activities, people, especially poor households, are equipped with the necessary knowledge to apply effective production models, thereby improving their livelihoods and reducing the information gap.

According to Ms. Doan Thi Dieu Thu, Head of the Culture and Social Affairs Department of Nam Hai Lang Commune: “Investing in cultural and sports facilities not only improves people's spiritual lives but also provides a practical solution for them to access information, knowledge, and new production models equally and appropriately. This helps them become more proactive in economic development, acquire knowledge, and gradually escape poverty sustainably.”

The cultural and sports facilities in Nam Hai Lang commune have been effectively fulfilling their roles and activities, contributing to the development of cultural, artistic, and sports movements in terms of scale, quality, and diversity of forms. Not only do these facilities play a crucial role in improving and enhancing the cultural and spiritual life and promoting health, but they also serve as places to connect each community and build an increasingly strong national unity.
