Summary of the Campaign to Enrich and Clean Up the National Land Database

QTO - On the afternoon of December 11th, the Ministry of Agriculture and Environment held an online conference to summarize Plan No. 515/KH-BCA-BNN&MT, dated August 31, 2025, of the Ministry of Public Security and the Ministry of Agriculture and Environment (MARD) on the implementation of the campaign to enrich and clean up the national land database. Comrades Tran Duc Thang, Member of the Central Committee of the Party, Minister of MARD; and Lieutenant General Nguyen Van Long, Deputy Minister of Public Security, chaired the conference. Representatives from relevant departments and agencies attended from the Quang Tri provincial branch.

Over the years, the construction of land databases in provinces and cities has achieved certain results. To date, approximately over 70 million land parcels have digital data in various formats. Provinces and cities are currently reviewing and refining the cadastral data structure that has been built according to the regulations in Circular No. 09/2024/TT-BTNMT dated July 31, 2024, of the Ministry of Natural Resources and Environment .

Although the policy of enriching and cleaning up the land database was implemented within a short timeframe and with a huge volume of tasks to be accomplished; especially during the implementation period at the grassroots level, many localities had to concentrate their forces to respond to natural disasters and floods, but with determination, resilience in overcoming difficulties, decisive leadership from Party committees and authorities at all levels, and creative coordination among units, after 90 days of implementation, encouraging results have been achieved.

Specifically, the total number of land parcels that have been reviewed, had their information supplemented, and had their data corrected, completed, and cleaned is 61,720,606. Of these, 24,370,373 parcels (39.5%) have been "correct, complete, clean, and active"; 37,350,233 parcels (60.5%) have had their information of land users and owners of assets attached to the land correctly, completely, supplemented, and verified. The Ministry of Public Security has verified and matched the information of land users for 18,772,457 parcels, while the remaining 18,577,776 parcels have discrepancies or no information available for the users; local authorities are continuing to review and verify the information.

The results of the campaign to enrich and clean up the land database are only the first step; to ensure effectiveness, the data that has been built must be regularly and continuously operated, managed, and updated.

At the conference, delegates outlined specific tasks and solutions, including coordinated implementation by ministries, departments, and localities.

On this occasion, the Ministry of Agriculture and Environment and the Ministry of Public Security awarded certificates of commendation to collectives and individuals who have achieved outstanding results and made significant contributions in the implementation of Plan No. 515.
