To date, the An Giang Provincial Department of Finance has advised the Provincial People's Committee to decide on the allocation of public assets, including buildings, land, automobiles, fixed assets, and tools and equipment, to 101 out of 102 communes, wards, and special zones.
For surplus land that is no longer needed, agencies, units, and localities propose that it be managed, exploited, and disposed of by the Provincial Land Fund Development Center. To date, the Department of Finance has advised on the allocation of 163 out of 333 surplus land plots and continues to advise on the remaining surplus land plots in localities to be managed, exploited, and disposed of by the Provincial Land Fund Development Center, with completion by September 2025.
To avoid situations where agencies, organizations, and units arrange their offices in a scattered, fragmented manner, exceeding standards and quotas, and incurring high operating and security costs, the Department of Finance has sent a document to provincial-level agencies and units requesting them to determine the number of employees and the need for office space in Long Xuyen Ward, Binh Duc Ward, and My Thoi Ward. This information should be submitted to the Department of Finance for advice to the Provincial People's Committee on arranging and allocating office space for provincial-level departments, boards, and organizations in a way that ensures efficiency, cost-effectiveness, and avoids waste.
Representatives from the Department of Industry and Trade reported on the review and inventory of surplus assets following the merger of the Department of Industry and Trade and its affiliated units.
Regarding the need for additional headquarters for vertically integrated agencies to ensure operations (Provincial Inspectorate, Provincial Project Management Board, Department of Construction, Oc Eo Cultural Relics Management Board, An Giang General Hospital, Traditional Medicine Association, etc.), the Department of Finance organized a meeting with the agencies and units requiring headquarters and the agencies and localities owning assets to discuss and agree on the transfer and handover of assets for management and use.
The Department of Finance advised the Provincial People's Committee to decide on the allocation of vehicles to 98 out of 102 communes, wards, and special zones for continued use. The Department also submitted to the Provincial People's Committee a plan to purchase additional vehicles for general use, review and liquidate public vehicles in the province, and assign a unit to centrally procure vehicles…
Concluding the meeting, Chairman of the An Giang Provincial People's Committee Ho Van Mung requested that directors of departments and agencies be responsible for implementing regulations on public asset management after the merger; preventing cases of land encroachment and loss of fixed assets; and ensuring that no assets are left without a managing entity.
Regarding land and property assets, the Chairman of the Provincial People's Committee requested that provincial-level agencies and units that have not yet reported on the review after the rearrangement of the two-level administrative units must promptly do so in accordance with regulations, completing the report by September 2025 and submitting it to the Department of Finance for monitoring and management.
At the same time, the Department of Finance advised the Provincial People's Committee to decide on transferring surplus land and buildings in localities to the Provincial Land Fund Development Center for management and exploitation according to regulations.
Agencies and localities in need of office space should review the standards and norms for use according to regulations, determine the need for additional office space that meets the prescribed standards and norms, and discuss and agree with the unit owning the property to propose suitable office space.
The Chairman of the People's Committee of An Giang province requested the Provincial Land Fund Development Center to coordinate with the Department of Finance to advise and propose to the Provincial People's Committee a plan for exploiting and handling surplus houses and land in accordance with current regulations to ensure efficient exploitation and use of public assets, avoiding loss, waste, and inefficient use.
Departments, agencies, and localities are requested to urgently inventory, review, and report on fixed assets and tools and equipment to the Department of Finance in October 2025.
The Department of Finance compiles and advises the Provincial People's Committee on the allocation of fixed assets and tools and equipment of localities, or on their liquidation.
The Department of Finance is urged to promptly proceed with the procurement and equipping of vehicles for agencies, units, and localities according to prescribed standards and norms, completing the process by November 2025.
