Urgently fix landslide at Khanh Le pass

To proactively prevent, avoid, and respond to floods in the Central region and urgently overcome the landslide incident at Khanh Le Pass in Nam Vinh Khanh Commune, Khanh Hoa Province, the Ministry of Construction requested the Vietnam Road Administration to direct the Road Management Areas to coordinate with the Departments of Construction to organize inspections, promptly detect areas at risk of landslides, flash floods, and deep flooding on traffic routes to promptly have warning plans, not allowing people to enter dangerous areas.

Accordingly, functional units need to consider early and remote traffic diversion plans or road closures if there is a high risk of landslides, flash floods, and deep flooding; and proactively coordinate with media units to inform local people.

Road Management Area III coordinated with Khanh Hoa Department of Construction and relevant units to deploy measures to overcome the consequences of the landslide at Khanh Le Pass on National Highway 27C, paying attention to ensuring absolute safety for forces participating in rescue, relief and incident handling.

The Vietnam Road Administration directs road management units to deploy solutions to ensure traffic safety; arrange forces to guard and guide traffic at locations at risk of deep flooding and strong currents, especially at culverts, overflows, ferries, pontoon bridges, and ferries; assign people to guard, install buoys, barriers, and signals at locations with deep flooding, overflows, broken road sections, and landslides.

Agencies and units must resolutely not allow people and vehicles to pass through when there is still a risk of not ensuring safety; promptly mobilize forces, vehicles and materials to urgently overcome and repair landslides and damaged locations, ensuring smooth and safe traffic as soon as possible, especially on main traffic axes and arterial routes. At the same time, direct and guide the Department of Construction on ensuring safety in transportation activities in areas affected by storms, floods and landslides.

The Vietnam Railway Authority and Vietnam Railway Corporation direct railway management and maintenance units to continue strictly implementing patrol and guard regimes at key works and locations, such as bridges and weak roads that are prone to flooding; areas prone to flash floods; steep mountain passes that often have falling rocks and landslides; and railway areas downstream of dikes, irrigation dams, and reservoirs.

Vietnam Railways Corporation has directed units to concentrate vehicles, materials, equipment and human resources to overcome the consequences of floods and ensure smooth traffic in the fastest time. At the same time, there are plans to stop trains, stretch trains, increase trains, and transfer passengers when floods cause flooding and landslides in sections where trains must stop.

The Vietnam Maritime Administration directs its affiliated units to coordinate with relevant local units to guide anchoring and safe shelters for vehicles and take measures to ensure the safety of people and vehicles in case of emergency.

Units request that vehicles anchored near river crossings urgently move to safe locations, absolutely do not let vehicles drift due to floods and crash into river crossing structures; regularly monitor and grasp the situation, if detecting drifting vehicles, promptly notify local authorities to coordinate handling.

On the side of the Department of Economics - Construction Investment Management, direct the Project Management Boards, investors, construction contractors, and related consulting units to immediately deploy flood response work in the Central region, prepare conditions to promptly overcome construction incidents; coordinate to ensure smooth traffic on routes that are both under construction and in operation.

For the provinces and cities of Ha Tinh, Quang Tri, Hue, Da Nang, Quang Ngai, Gia Lai, Dak Lak, Khanh Hoa, the Department of Construction proactively coordinates with the regional road management unit and local authorities to overcome incidents caused by floods, conduct traffic diversion, ensure smooth traffic; focus on checking, reviewing, promptly detecting and warning areas at risk of landslides and land subsidence on the roads under their management, be ready to respond when incidents occur, ensure safety for people and vehicles; arrange vehicles and equipment to support people to pass through flooded areas.

The Department of Construction directs relevant units to inspect and review locations at risk of flooding and traffic congestion to have quick drainage plans to limit congestion. Arrange human resources, vehicles, and equipment to ensure early drainage and prevent flooding at urban locations.

Road transport businesses in the area regularly update the situation of floods and areas at risk of landslides and land subsidence to have appropriate transport plans, ensuring the safety of people and vehicles when participating in traffic.

According to the forecast of the National Center for Hydro-Meteorological Forecasting, from November 17 to 20, 2025, provinces and cities from Ha Tinh to Lam Dong will continue to have widespread heavy rain, possibly causing floods in low-lying areas; flash floods on small rivers and streams, and landslides on steep slopes.
