Khanh Hoa and Dak Lak proactively deploy measures to respond to storm Kalmaegi

Units and localities from Truong Sa special zone to the coastal mainland of Dak Lak and Khanh Hoa provinces are closely monitoring the developments of storm Kalmaegi and are proactively deploying response measures when the storm makes landfall on the islands and mainland.

Information from the People's Committee of Truong Sa Special Zone (Khanh Hoa) this afternoon, November 3, said that the local government has coordinated with Brigade 146 under the Naval Region 4 Command to deploy urgent measures to prevent and combat storm Kalmaegi.

“According to the National Center for Hydro-Meteorological Forecasting, the danger of storm Kalmaegi in the East Sea, including the Truong Sa archipelago and the sea area from Da Nang to Khanh Hoa, we have been implementing a plan to receive fishing boats of fishermen operating in this sea area into the ports on Sinh Ton, Song Tu Tay, Truong Sa islands... to anchor and avoid the storm” - Mr. Pham Thanh Liem, Chairman of the People's Committee of Truong Sa special zone said.

In addition, in addition to coordinating with naval officers and soldiers on the islands to check, inspect and secure offices, barracks, residential areas... to relocate assets to safe locations, Truong Sa special zone has also proactively stocked up on food, provisions and drinking water to support local fishermen to avoid storms.

On November 3, Rear Admiral Nguyen Anh Tuan, Commander of Naval Region 4 Command, chaired a meeting with affiliated units to proactively deploy measures to prevent and combat storm Kalmaegi.

Accordingly, 100% of officers and soldiers of the units are on duty day and night before, during and after the storm enters the East Sea and the mainland, seriously implementing the "4 on-the-spot" motto, preparing rescue tools and means to ensure sufficient mobility to handle arising situations; coordinating with the Border Guard Command under the Khanh Hoa Provincial Military Command to contact, call and guide fishing boats of fishermen operating at sea to urgently operate to a safe place to avoid the storm. Brigade 146 and units on the islands in Truong Sa archipelago are proactive and ready to rescue fishermen when there is a situation requiring rescue...

On the same day, November 3, the People's Committee of Khanh Hoa province issued a document directing departments, branches, sectors, units and localities to proactively respond to storm Kalmaegi. Along with closely monitoring forecasts and warnings of the storm's developments, the Khanh Hoa Provincial Military Command urgently inspected and grasped the number of fishing vessels operating at sea to call and guide operations to safe storm shelters before 10:00 a.m. on November 5. Advised the People's Committee of Khanh Hoa province to decide to restrict or strictly prohibit all fishing vessels, tourist boats and canoes from operating at sea before 12:00 p.m. on November 6.

Khanh Hoa Provincial People's Committee requested 65 communes, wards and special zones to review and be ready to deploy plans to respond to storms and post-storm floods; ensure safety for people, vehicles and property at tourist sites, aquaculture, seafood exploitation, works on the sea, islands, coastal areas and areas at high risk of flash floods and landslides...

The Department of Agriculture and Environment directs and guides localities to implement measures to minimize damage in agricultural production; harvest crops with the motto "green at home is better than old in the fields". Directs reservoir management units to strictly implement operating procedures, regulate flood discharge appropriately, ensure safety of works, prevent and combat flooding in downstream areas and ensure water sources for production...

In Dak Lak:

On November 3, the People's Committee of Dak Lak province said that it had issued a document directing departments, branches, sectors, units and localities to closely monitor the storm's developments, inspect, call on and guide fishing boats to move to storm shelters, anchor safely; shrimp and fish farming areas to hold cages to avoid collisions. The Border Guard Command under the Provincial Military Command proactively coordinated with relevant agencies, units and localities to advise the Provincial People's Committee to decide on a sea ban for fishing boats and evacuate people in shrimp and fish farming cages along the coast, lagoons and bays to ensure safety.

Units and localities urgently review and promptly detect areas at risk of flash floods, landslides, and deep flooding, especially households and residential areas living in mountainous areas, steep slopes, along rivers, streams, and landslides to proactively evacuate people to safe places before floods occur; prepare response plans for heavy rains, floods, flash floods, and landslides that may occur in the coming days, especially in areas warned of high risk. Prepare forces, means, equipment, and necessities according to the "4 on-the-spot" motto to respond to storms and widespread heavy rains causing flooding in low-lying areas; ensure support for evacuating people out of the danger zone of storms and floods when requested. Dam and hydropower management units are required to monitor water levels, operate according to procedures, and proactively reduce flooding downstream...

With the spirit of proactively preventing, combating and minimizing damage caused by storm Kalmaegi, on November 3, many fishermen in the wards of Song Cau, Xuan Dai, Phu Yen, Tuy Hoa, Hoa Hiep, Hoa Xuan, Tuy An Dong, Tuy An Nam... brought their boats to the wharves and 4 fishing ports of Tien Chau, Dan Phuoc, Dong Tac, Phu Lac to anchor and avoid the storm.

At the Dong Tac storm shelter anchorage area, Phu Yen ward, Mr. Nguyen Van Long, owner of fishing boat PY-90297-TS and Mr. Luong Cong Dong, owner of fishing boat PY-91049-TS both said that after receiving information about the development of storm Kalmaegi, most fishing boat owners and captains operating in the open sea have turned their rudders to the nearest islands to avoid the storm. Fishing boats operating in the open sea have also been on their way to the fishing port to anchor. According to information from the Border Guard Stations of Xuan Hoa, Xuan Dai, An Hai, Tuy Hoa, Hoa Hiep Nam and the Border Guard Station of Vung Ro port, these units have used the Incom radio communication system to connect, call and guide hundreds of fishing boats operating at sea to operate to a safe storm shelter.

In Xuan Dai ward, on November 3, dozens of fishing boats entered Dan Phuoc fishing port to anchor to avoid the storm. Mr. Nguyen Be, owner of PY-94167 TS boat, said that when there is a bad weather forecast, especially a storm warning, the fishing boat owner and captain must first be aware of their responsibility to prevent possible damage by monitoring weather reports, proactively moving the boat to the safest storm shelter, and anchoring most firmly to avoid collisions. In Xuan Dai bay, the owners of thousands of lobster and grouper cages are also preparing tools and materials to anchor, limiting the waves and wind from causing damage and loss of seafood.
