Also attending the ceremony were: former Politburo member, former Secretary of the Ho Chi Minh City Party Committee Nguyen Thien Nhan; Secretary of the Party Central Committee, Head of the Central External Relations Commission Le Hoai Trung; leaders of Central Committees, Ministries and branches; leaders of localities; representatives of embassies and international organizations in Vietnam; leaders of leading universities and enterprises at home and abroad.
The National Innovation Center (NIC) was established on October 2, 2019, with the function of supporting and developing the innovation and startup ecosystem, contributing to the innovation of the growth model based on science and technology development.
NIC's core tasks are: supporting businesses in accessing resources for innovation; developing an innovation and startup ecosystem; training and developing high-quality human resources in technology and innovation; and developing the Vietnam Innovation Network.
Along with building infrastructure, NIC has developed a global Vietnamese innovation network. To date, the network has 2,000 members, including outstanding Vietnamese experts and intellectuals at home and abroad in 20 countries and territories (8 component networks in Germany, Japan, Australia, Korea, Europe, Taiwan (China), East Coast and West Coast (USA).
Before the inauguration ceremony of NIC Hoa Lac, Prime Minister Pham Minh Chinh and delegates visited the VIIE 2023 Exhibition. The VIIE 2023 Exhibition takes place for 5 days from October 28 to November 1, is an international event, gathering hundreds of leading domestic and international technology enterprises, with the participation of many ecosystem entities; with the participation of prestigious domestic and international enterprises, such as SK, Samsung, Google, Meta, Signify, Intel, VISA, Viettel, FPT, THACO, VNPT, Sovico, MoMo... including more than 300 exhibition spaces.

Together with leaders of ministries, departments and branches, performing the inauguration ceremony of NIC Hoa Lac and opening VIIE 2023, speaking at this "2 in 1" event, Prime Minister Pham Minh Chinh pointed out that innovation is an inevitable trend, a strategic breakthrough choice of our country, an objective requirement to realize the aspiration of building a strong, prosperous country, with a prosperous and happy people.
The Party and the State have paid attention early on, had many policies and guidelines for leading and directing the development of science and technology, innovation and creativity; considering science and technology as the top national policy. After nearly 4 decades of innovation, openness and integration, Vietnam has achieved great and historic achievements. GDP per capita increased from less than 100 USD to about 4,400 USD; Vietnam entered the top 40 economies with the largest GDP in the world and the top 20 globally in terms of import and export.
Politics and society are stable, national defense, security, social order and safety are maintained, culture and society are developed, foreign affairs and international integration are comprehensively promoted... As General Secretary Nguyen Phu Trong assessed: "Our country has never had such a foundation, potential, position and international prestige as it does today."
The Prime Minister affirmed that the above achievements have great contributions from science, technology and innovation. However, Vietnam is still facing many difficulties and challenges. Although the development of science, technology and innovation has made progress, it has not met the requirements of development nor is it commensurate with the potential, especially the intellectual potential and creative capacity of the Vietnamese people.
For rapid, comprehensive and sustainable development, the 13th National Party Congress clearly stated: rapid and sustainable development on the basis of science, technology, innovation and digital transformation, striving to become a developing country with modern industry and high middle income by 2030 and become a developed country with high income by 2045.
The Prime Minister said that implementing the Party and State's policies, guidelines and decisions on science, technology and innovation, the Government has been implementing specific action programs to promote the comprehensive development of the innovation ecosystem, creating an environment to promote research and development, application of science and technology and technology transfer. All levels, sectors and the whole society have paid great attention to promoting the development of science and technology, innovation and startups with specific and practical actions and deeds.
The Prime Minister was pleased, welcomed and highly appreciated the idea of fully connecting the subjects of the Vietnamese innovation ecosystem through the Vietnam International Innovation Exhibition 2023 with the central role of enterprises and the research role of Institutes and Schools in accordance with the spirit of Resolution No. 52-NQ/TW of the Politburo.

The Prime Minister assessed that the Exhibition has introduced and spread the image of an “Innovative Nation” to the public and the innovation community around the world; showing Vietnam’s potential, advantages and progress in innovation and the access and application of achievements of the Fourth Industrial Revolution in the country’s socio-economic development.
“This is a typical, regular international event on innovation in Vietnam, to promote deep and effective connections between ecosystem entities, while expanding links and cooperation with international partners in the region and around the world,” the Prime Minister pointed out.
Regarding the inauguration of the National Innovation Center at Hoa Lac High-Tech Park (NIC Hoa Lac), the Prime Minister said that NIC Hoa Lac will create a new space for innovation for the country; clearly demonstrating the spirit of daring to think, daring to do, daring to innovate for development, becoming a model of innovation for the country; at the same time contributing to creating a symbol for Vietnam as a destination for innovation, with a design model in the image of an eagle taking off and flying.
“Independence and autonomy, but with deep, substantial and effective integration, mastery and advancement in science and technology, and innovation, Vietnam can join the world's development and growth train, and best absorb the progress of humanity,” the Prime Minister emphasized.
The Prime Minister was moved to witness the inauguration of the NIC Hoa Lac, marking a new step of maturity for the National Innovation Center to meet the requirements and expectations of the Government in promoting science and technology and the national innovation ecosystem. The results achieved demonstrate the aspiration for national prosperity and the belief in a new stage of development of the country based mainly on science, technology and innovation.
On behalf of the Government, Prime Minister Pham Minh Chinh highly appreciated and commended the ministries, branches, especially the leaders, for their efforts in closely directing and promptly removing difficulties; the coordination and support of domestic and foreign enterprises to jointly build and develop NIC Hoa Lac and organize meaningful programs to gather and connect the innovation ecosystem such as this Exhibition.
According to the Prime Minister, the completion and operation of NIC Hoa Lac plays a great role and significance in the development of the startup ecosystem; it is the beginning of a new development phase in providing synchronous infrastructure to accelerate and further strengthen the Vietnamese innovation ecosystem.

In order to maximize the investment efficiency of NIC, Prime Minister Pham Minh Chinh assigned the Ministry of Planning and Investment, the Ministry of Science and Technology and other ministries, agencies and enterprises to be bolder, more determined, make more efforts, and take advantage of more cooperation opportunities with international partners. Promote international cooperation in the field of innovation and science and technology, especially cooperation between domestic innovation enterprises and organizations with large technology enterprises and corporations in the world.
The Prime Minister asked embassies, international organizations and large technology corporations participating in this program to promote investment activities, business investment cooperation and support enterprises in Vietnam's innovation ecosystem, in the spirit of "harmonious benefits and shared risks".
At the event, witnessed by Prime Minister Pham Minh Chinh and delegates, the ceremony of awarding cooperation agreements between NIC and 11 leading Vietnamese and international partners in the fields of science, technology and training took place, such as: Hanoi National University and Ho Chi Minh City National University, Vietnam Posts and Telecommunications Group, FPT Group, Sovico Group Joint Stock Company, Google Group, SpaceX Group, Intel Group, Samsung Group...
