Promoting science, technology and innovation

According to the Department of Science and Technology (KH&CN): In 2020, the People's Committee of Quang Ninh province issued Plan No. 203/KH-UBND on implementing the National Program to support enterprises in improving productivity and quality of products and goods in the period of 2021-2030 in the province.

The main objective is to support businesses in improving productivity and product and goods quality based on applying solutions on standards, technical regulations, management systems, and improvement tools. Thereby, contributing to promoting economic growth and improving the competitiveness of products and goods in the province.

The Department of Science and Technology (DOST) of Quang Ninh province, through the Department of Standards, Metrology and Quality, plays a key role in surveying, selecting and supporting enterprises to implement pilot models for quality improvement.

International standards such as ISO 9001:2015 (Quality Management System), HACCP (Hazard Analysis and Critical Control Points) or ISO 22000 (Food Safety Management System) and improvement tools such as 5S (Sort, Set in Order, Shine, Standardize, Sustain) have been widely applied.

Reality has proven its effectiveness. For example, An Sinh Milk Joint Stock Company, supported by the application of ISO 9001, HACCP and 5S, has clearly seen an increase in employee awareness, a significant reduction in the rate of defective products and helped its pasteurized fresh milk products achieve 3-star OCOP certification.

Mr. Ngo Quang Ninh - Director of An Sinh Milk Joint Stock Company, said: An Sinh Milk Joint Stock Company is the enterprise selected to build a model for improving productivity and quality. The company has been trained and consulted on the application of ISO 9001:2015 and HACCP in the scope of production and trading of milk and dairy products. At the same time, it has been trained and consulted on the application of 5S (screening, arrangement, cleanliness, care, readiness) in the milk factory area and dairy products.

According to Mr. Sinh: In addition to raising workers' awareness of food safety and a safe, tidy working environment, the systems also help the unit control hazards during the production process. Therefore, the amount of spoiled milk and dairy products has decreased to 0.1%/month. At the same time, product quality is stable, ensuring on-time delivery according to customer requirements.

Similarly, Quang Ninh Seafood Import-Export Joint Stock Company, after applying ISO 22000 and improving its production line, recorded a 15% increase in work efficiency and enhanced its reputation with international partners.

Quang Ninh is also one of the leading localities in the country in terms of the speed of development of science and technology enterprises. The province encourages and supports enterprises to invest in research, improve technological processes, and deep processing to increase product value.

For example, Quang Ninh Seafood Import Export Joint Stock Company has been supported to improve the entire process of processing frozen mackerel products using IQF technology, helping to shorten the processing time of each batch from 3.5 days to 3 days, while increasing the rate of qualified finished products and reducing costs. Or Yen Tu Macadamia Joint Stock Company has successfully applied freeze-drying and infrared roasting technology to macadamia processing, increasing the value of Yen Tu macadamia nuts.

Mr. Do Quang Sang - Chairman of the Board of Directors of Quang Ninh Seafood Import-Export Joint Stock Company said: As a business operating in the field of seafood processing, the Company was selected to build and apply ISO 22000, HACCP and integrate the Quality Management System. Since applying, these systems have brought many practical benefits to the company. The new layout of the company has helped workers operate more conveniently along the chain, with an estimated increase of about 15% in efficiency compared to before. It is worth noting that the awareness of officers and employees about food safety management has been improved.

The province's support does not only stop at specialized policies but is also demonstrated through efforts to improve the business investment environment and enhance provincial competitiveness index (PCI). Quang Ninh is determined to eliminate unreasonable barriers and unofficial costs, promote digital transformation and promote the effectiveness of the Public Administration Service Center model. The drastic and transparent reform of administrative procedures has created great confidence and motivation for businesses to boldly invest, restore and develop production and business.

Results and prospects

In the context of a volatile global economy and increasingly fierce competition, improving productivity and quality (NSCL) has become the key to survival for all businesses. Realizing this, Quang Ninh province has identified supporting businesses to improve productivity and quality as one of the key tasks to achieve the goal of rapid, sustainable development, transforming from "brown" to "green".

According to the plan, from now until 2030, Quang Ninh strives to increase the number of enterprises supported with solutions to improve productivity and quality by 10-15% annually; at least 20 enterprises will be guided to apply synchronous solutions to improve productivity and quality, becoming a model to share and replicate nationwide. Therefore, the province will continue to promote propaganda and widely disseminate management systems and tools to improve productivity and quality; especially tools to support production and smart services for organizations and enterprises in the province.

At the same time, organize training and coaching on productivity and quality; guide and support businesses in applying management systems and tools to improve productivity and quality, build basic standards, towards digital transformation, smart manufacturing, smart services; organize international cooperation activities to train and improve the qualifications of staff and experts on productivity and quality of products and goods...

The close cooperation of Quang Ninh provincial government has brought positive results. Many enterprises have gradually standardized processes, improved product and service quality, thereby increasing revenue, expanding markets and contributing positively to the local budget.
