Construction of Passenger Terminal T2, Cat Bi International Airport to start in the fourth quarter of 2023

The Government Office has just issued Notice No. 192/TB-VPCP summarizing the conclusions of Prime Minister Pham Minh Chinh during his inspection trip on the implementation of several projects in Hai Phong City.

Regarding the construction project of Terminal T2 at Cat Bi International Airport, the announcement states that the construction of Passenger Terminal T2 at Cat Bi International Airport aims to meet development requirements, improve passenger service quality, enhance airport operational efficiency, and bring about economic and social benefits.

The People's Committee of Hai Phong City is proactively researching and investing in several airport projects such as taxiways and other necessary facilities, overcoming difficulties related to mechanisms and policies, and preventing embezzlement, corruption, and negative practices. They are also proactively coordinating with the Ministry of National Defense to present solutions to address obstacles in land clearance, applying the same approach as the land acquisition process for Terminal 3 at Tan Son Nhat Airport. The land handover procedures are expected to be completed in the third quarter of 2023.

The State Capital Management Committee at Enterprises directs Vietnam Airlines Corporation (ACV) to coordinate with the People's Committee of Hai Phong City and relevant ministries and agencies to urgently implement and complete procedures for early approval of the Project as a basis for selecting design consultants; complete the appraisal and approval of technical designs to select construction contractors; manage the project implementation process to ensure safety, quality, and progress, preventing losses, waste, corruption, and unreasonable cost overruns. The construction of Terminal 2 should commence in the fourth quarter of 2023; the project should be implemented safely and with quality, and construction completed within one year.

The People's Committee of Hai Phong City will preside over and coordinate with the Ministries and sectors of National Defense, Transport, Natural Resources and Environment, Finance, the State Capital Management Committee at enterprises, and other relevant agencies in the implementation process.

The Chairman of the People's Committee of Hai Phong City proactively coordinated and reviewed with ministries, sectors, and agencies to prepare rest houses, nursing homes, etc., in Hai Phong to study and propose effective solutions, and reported to the Prime Minister in the third quarter of 2023.

The Government Office monitors and urges the implementation of the Prime Minister's directives and reports to Deputy Prime Minister Tran Hong Ha to promptly resolve any arising issues within its authority.
