Disbursement of public investment capital nationwide reached more than 50%.
After more than 9 months of implementation, the disbursement rate of public investment capital nationwide reached 50.7% of the plan assigned by the Prime Minister , equivalent to 454,947 billion VND, an increase of more than 14,500 billion VND compared to the end of September. There were 9 ministries, central agencies and 16 localities with disbursement rates higher than the average.

The Government has identified this as a key political task, the Prime Minister and Deputy Prime Ministers regularly inspect and remove obstacles in localities and key projects. Decision 2773/QD-TTg has just been issued to transfer capital from low-disbursement units to units with urgent needs, in parallel with promoting mechanism amendments, digitizing approval, payment and settlement processes.
However, progress is still slow due to many reasons. Some localities after the merger have not yet completed their apparatus, lack specialized management boards; many places are stuck with site clearance, material prices are high, and land, construction and environmental procedures are still inadequate. The Ministry of Construction, the Ministry of Science and Technology, the Ministry of Education and Training and the Ministry of Health all acknowledged the low disbursement rate, and pledged to speed up progress in the fourth quarter, especially with key projects, ODA and essential infrastructure.
Gia Lai approves high-tech agricultural project worth over 1,600 billion VND
The People's Committee of Gia Lai province has just approved the investment policy of the TRE - Dak Doa High-Tech Agriculture Project, invested by Tay Nguyen Energy Resources Technology Joint Stock Company (TRE HIGHLAND JSC), with a total capital of more than VND 1,675 billion. The project covers an area of more than 457 hectares in three communes of Dak Doa, KDang and Ia Bang, and is expected to start construction in the second quarter of 2026 and be completed by the end of 2029.

The project aims to build a center for research, production, incubation and transfer of modern agricultural technology, with main products including medicinal plants, fruit trees, vegetables, coffee and high-quality plant varieties. When completed, TRE - Dak Doa is expected to supply the market with more than 4,200 tons of medicinal plants and thousands of tons of agricultural products each year.
TRE HIGHLAND JSC was established in 2020, having invested in two 99 MW wind power projects in Dak Doa. Gia Lai province has attracted 144 investment projects in the first 9 months of 2025, with a total capital of more than VND 78,000 billion, continuing to affirm its position as a strategic destination for investors in the fields of agriculture and renewable energy.
Can Tho: Traffic project with capital of more than 7,200 billion VND stuck in site clearance
The project to upgrade and expand National Highway 91 (section Km0 - Km7) in Can Tho City has a total investment of more than 7,238 billion VND, started on September 22, 2025, and is currently facing many difficulties in compensation, support and resettlement. The project has a recovered area of nearly 7 hectares, affecting more than 1,000 households and organizations, but only about 43% of the cases have been approved, with a disbursement rate of 21.8%.

The main reasons are the delay in approving land prices, the lack of specific regulations on compensation for some construction items, the lack of resettlement land prices and the big difference between the policies of the old project and the new project. Many households have received money since 2011 but have not yet handed over the land, while the resettlement areas are still not completed.
The project is over 7 km long, designed with 6 lanes, Binh Thuy bridge is 145 m long and has a synchronous technical infrastructure system. This is a key traffic project of Can Tho, expected to be completed in December 2027, using central and local budget capital.
Groundbreaking ceremony for the most modern 60,000-seat stadium in Vietnam in Hung Yen
On the morning of October 19, General Secretary To Lam attended the groundbreaking ceremony of PVF Stadium in Hung Yen - the most modern sports facility in Vietnam, invested by the Ministry of Public Security and Vinhomes Joint Stock Company (Vingroup Corporation) as the general contractor. The stadium is located in the PVF Youth Football Training Center, oriented to meet FIFA standards, qualified to host major international matches, including the World Cup.

Minister of Public Security Luong Tam Quang said that this is an important cultural and sports institution, symbolizing the People's Public Security force and the aspiration to develop Vietnam's sports to the highest level. The project will also expand the space for cultural, sports and tourism exchanges, contributing to improving public health and connecting the police with the people.
According to Vinhomes Chairman Pham Thieu Hoa, the stadium has a capacity of 60,000 seats, an area of over 55,000 m², equipped with an automatic dome roof using the world's leading modern technology. The field surface uses hybrid modular grass, and the sound and lighting system meets international standards. When completed, PVF Stadium will become an Asian-class sports symbol, contributing to raising Vietnam's position on the global sports map.
Preparing to invest more than 8,000 billion VND in the project to expand National Highway 1 through Ha Tinh
The Ministry of Construction is seeking opinions from the People's Committee of Ha Tinh province on the investment project to upgrade and expand some sections of National Highway 1 in the province, with a total length of about 70 km and a total investment of more than VND 8,020 billion. The project has a pre-feasibility study report prepared by the Vietnam Road Administration, expected to be implemented in the 2026-2028 period using state budget funds.

According to the proposal, the project will expand 3 sections including the Ha Tinh City bypass, Ky Anh Town bypass and the route through Vung Ang Economic Zone, upgrading from 2 lanes to 4 lanes, roadbed width 20.5 - 30 m, meeting grade III road standards. The estimated cost of site clearance is more than 1,387 billion VND.
Currently, National Highway 1 through Ha Tinh is more than 130 km long, of which many sections built more than 10 years ago have degraded and can no longer meet the increasing traffic volume. The expansion project is expected to help increase traffic capacity, reduce congestion, ensure traffic safety and promote economic development in the North Central region.
Announcement of opening Tan Cang - Moc Bai Dry Port with a total area of 16.52 hectares
The Ministry of Construction has just issued Decision No. 1810/QD-BXD announcing the opening of Tan Cang - Moc Bai Dry Port, located in Moc Bai Border Gate Economic Zone, Tay Ninh Province. The project is invested by Tan Cang - Tay Ninh Joint Stock Company, a member of Saigon Newport Corporation, with a total area of 16.52 hectares and an investment capital of more than VND 550 billion.

Construction started in November 2023, phase 1 of the port has been completed, allowing customs procedures, gathering, and transshipment of import and export containers right at the border. Putting the port into operation helps shorten customs clearance time, reduce pressure on Moc Bai international border gate and optimize logistics costs for businesses.
The dry port is invested synchronously with container yard, retail warehouse, vehicle storage, and modern equipment system, directly connected to the port cluster of Ho Chi Minh City and Cai Mep - Thi Vai. With a strategic location on the East - West economic corridor, Tan Cang - Moc Bai is expected to become the logistics center of the Vietnam - Cambodia border, promoting trade and investment in the border area.
Favorable signal for 7,900 billion VND coastal route through Vinh Long
The Ministry of Construction has just agreed on the Pre-Feasibility Study Report of the Project to build a coastal road connecting Ben Tre - Tien Giang - Tra Vinh, through Vinh Long province. The project is 25.2 km long, has 4 lanes for motor vehicles, with a total investment of more than VND 7,900 billion, of which EDCF loan (Korea) accounts for more than VND 5,500 billion, with an expected implementation period from 2026 to 2030.

According to the Ministry of Construction, the project is in line with the national transport planning and the Mekong Delta planning, contributing to completing the coastal road network of more than 3,000 km. The route plays a strategic role in reducing the load on National Highway 60, increasing connectivity between coastal economic zones and promoting the development of the Southwest region.
The section through Vinh Long includes a 20.6 km long road section and a 4.6 km long bridge section, including Ham Luong 2 Bridge. When completed, the coastal route will form a new economic and traffic dynamic axis, promoting trade, tourism and climate change adaptation, opening up opportunities for sustainable development for the western coastal region.
Approval of tourism project worth over 267 billion VND in Luong Quan Alluvial Area in Hue
The People's Committee of Hue City has just approved the investment policy of the DDV Service Tourism Area Project in Luong Quan Alluvial Area, Thuy Xuan Ward, with a total capital of more than 267 billion VND. The project was selected by investors through bidding, in order to concretize the Thuy Xuan zoning plan, creating a new highlight for eco-tourism on both banks of the Huong River.

The project aims to form a modern eco-resort with hotels, villas, bungalows, restaurants, spas and landscape service areas. When completed, the project will contribute to the development of tourism and services, create jobs for people, increase budget revenue and enhance the image of Hue tourism.
The project duration is 50 years, the implementation progress is not more than 48 months from the date of land allocation. The investor must have at least 20% of the total investment capital, the rest is mobilized from credit institutions and other legal capital sources.
Proposal for a 1,600 billion VND solid waste incineration power plant project in Quang Tri
EverBright Environment Company (China) has just proposed to invest in a solid waste incineration power generation plant project in Nam Trach commune, Quang Tri province, with a total investment of about 1,600 billion VND. The project has an area of 11 hectares, a capacity to process 600 tons of household waste per day, a power generation capacity of 15 MW, and operates about 8,000 hours/year.

The Ho Chi Minh City People's Committee has just approved the investment policy for the Dong Cu Chi Canal Irrigation System Upgrade Project (Phase 2) with a total capital of more than VND 2,250 billion. The project is invested by the Ho Chi Minh City Urban Infrastructure Construction Investment Project Management Board, to be implemented from 2025 to 2028.

The project includes upgrading the irrigation canal system, canal works and non-structural items, to ensure safe raw water supply for domestic and industrial use with a capacity of about 1 million m³/day by 2045.
When completed, the system will stably serve aquaculture, livestock and irrigation for 7,000 - 11,500 hectares of agricultural land, while sustainably draining water for more than 5,800 hectares of the TCC1 canal basin. The 630 km long Dong Cu Chi canal, carrying water from Dau Tieng Lake (Tay Ninh) to Ho Chi Minh City, plays an important role in water supply, agricultural production and urban development in the Northwest region of the city.
New move in the North-South Expressway Project in the West with capital of 76,985 billion VND
The Ministry of Construction has just sent a document to the People's Committees of Gia Lai, Dak Lak and Lam Dong provinces to seek opinions on the investment proposal for the North-South Expressway section in the West, Pleiku - Buon Ma Thuot - Gia Nghia, proposed by Duc Long Gia Lai Group under the PPP form.

The project is approximately 257 km long, with a total estimated investment of VND76,985 billion, of which the section through Gia Lai is 56.7 km long, Dak Lak is 125.5 km long and Lam Dong is 74.8 km long. Phase 1 will build a 4-lane highway, with a 24.75 m wide roadbed and a design speed of 100 km/h.
Duc Long Gia Lai Group proposed to be assigned to prepare documents and implement the project, proposing a mechanism for investors to mobilize 30% of capital, with the state budget supporting 70% due to the difficult terrain of the Central Highlands and low capital recovery ability. The Ministry of Construction requested localities to assess the necessity, efficiency, and investment capacity under PPP to submit to the Government for consideration in the 2026 - 2030 period.
Putting the 111 km long Can Tho - Ca Mau expressway main route into operation before December 19, 2025
Minister of Construction Tran Hong Minh has just requested the My Thuan Project Management Board to speed up the construction progress of the North-South Expressway in the East, Can Tho - Hau Giang - Ca Mau section, ensuring the 110.85 km long main route is put into operation before December 19, 2025. The total investment of the project is 27,523 billion VND, with a scale of 4 lanes.

The Project Management Board must review the progress of each item, mobilize maximum equipment and human resources, organize construction in "three shifts, four teams", not allowing the contractor to fall behind schedule. The Minister requested the units to supplement asphalt concrete paving lines, aggregate materials and be ready to transfer volume if the contractor is weak.
By mid-October 2025, the project had only reached 76% of the contract value, about 4% behind schedule. The Ministry of Construction emphasized that without a strong breakthrough in construction organization, the project would be difficult to complete on schedule, even though the problems with the site and materials had been basically resolved.

The project aims to increase regional connectivity, shorten travel time, serve the transportation needs of passengers, experts and international investors, and open up new development space for the two localities. Ho Chi Minh City said that there are currently many interested investors, mainly proposing the form of public-private partnership (PPP).
According to the Pre-Feasibility Study Report of the Railway Project Management Board, the Thu Thiem - Long Thanh route has a transport capacity of 30,000-40,000 passengers per hour in each direction, with a total investment of about 3.5 billion USD. The first project is located in Truong Xuan commune (Thoi Lai district), with an area of 547 hectares, including a golf course of more than 165 hectares and an urban - commercial - service area of more than 381 hectares, located along the Chau Doc - Can Tho - Soc Trang highway. The second project in Phung Hiep district (formerly Hau Giang province) has an area of 220 hectares, of which the golf course occupies 120 hectares.

The People's Committee of Gia Lai province has just approved the investment policy for three large-scale wind power projects, including: Vinh Thuan Wind Power Plant with a capacity of 143 MW (VND 4,679 billion), Van Canh 1 Wind Power Plant with a capacity of 160 MW (VND 6,904 billion) and Van Canh 2 Wind Power Plant with a capacity of 180 MW (VND 7,771 billion).

The projects have a 50-year operating period, construction in 36 months, expected to start in the second quarter of 2026 and be operational by the end of 2028. Upon completion, the total annual electricity output will reach more than 870 million kWh, connected to the national grid at a voltage level of 110-220 kV.
The Provincial People’s Committee requires investors to use equipment that meets international standards, ensures safety and clear origin; complies with regulations on forest land conversion and is not allowed to transfer projects without approval. These are three of the four key wind power projects in the 8th Power Plan, contributing to making Gia Lai a renewable energy center of the Central Highlands region.
Quang Tri approved investment in two wind power projects worth more than 3,498 billion VND
The People's Committee of Quang Tri province has just approved the investment policy for two large-scale wind power projects, including the Phong Lieu Wind Power Plant Expansion and Tan Hop 1 Wind Power Plant, with a total capital of more than VND3,498 billion. Both projects will select investors through the form of invitations of interest and land use bidding.

The Phong Lieu Wind Power Plant Expansion Project is being implemented in Khe Sanh, Lao Bao and Huong Phung communes, with a capacity of 35 MW, including 7 turbine towers, a total capital of 1,400 billion VND, and a construction period of 20 months.
Tan Hop 1 Wind Power Plant Project is located in Khe Sanh commune, with a capacity of 50 MW, using 8 turbines, with a total capital of VND 2,098 billion, and is expected to be completed after 21 months.
The Provincial People's Committee assigned the Department of Industry and Trade to select investors, monitor and remove difficulties during the implementation process, and assigned the Department of Finance to monitor progress and coordinate support for early completion of projects, contributing to increasing renewable energy sources for the western region of Quang Tri.
Investing in a nearly 9,000 billion VND metro line project in Phu Quoc
The People's Council of An Giang province has just approved the investment policy for the urban railway project, section 1, in Phu Quoc special economic zone under the public-private partnership (PPP) form, with a total investment of nearly VND9,000 billion.

The project is an important component of the Phu Quoc urban railway, aiming to serve the APEC 2027 Conference and develop green, environmentally friendly public transport. The route is about 17.7 km long, including 5-7 stations, 1 depot, using 3-5 compartment trains with a design speed of 70-100 km/h, expected to occupy about 34 hectares of land.
The project is implemented under a BOT contract, with a maximum term of 40 years, and will be constructed from the fourth quarter of 2025 to the second quarter of 2027. The Provincial People's Council requested the An Giang People's Committee to speed up public investment disbursement and complete related policies to ensure the progress of key projects serving APEC 2027.
