On July 29, the Ho Chi Minh City Institute for Development Studies in collaboration with the Climateworks Center (Monash University, Australia) organized a workshop to consult on the green transformation roadmap for industrial parks, aiming for the goal of net zero emissions.
The roadmap focuses on five major industrial zones, including the Ho Chi Minh City Hi-Tech Park, Tan Thuan Export Processing Zone, Tan Tao, Hiep Phuoc and Dong Nam. These zones account for more than 70% of the city’s total industrial energy consumption and more than half of the city’s manufacturing workforce.
According to experts, Ho Chi Minh City has the opportunity to pilot the net zero emission industrial park (NZIPs) model through solutions such as using renewable energy and electrification in the steel, textile, and plastics industries - high emission sectors.

Mr. Tran Van Bich, Head of Economic Development Research Department (Ho Chi Minh City Institute for Development Studies), said that the city is planning to comprehensively transform Binh Chieu Industrial Park (Tam Binh Ward) towards green and sustainable development.
This is the smallest of the 17 industrial parks currently in operation, with an area of 27 hectares and only 16 projects remaining. This park will be redeveloped according to an integrated model of industrial services, green infrastructure and low emissions.
Mr. Tran Thanh Binh, Deputy Director of the Ho Chi Minh City Institute for Development Studies, commented that green transformation is becoming an inevitable trend and an important requirement to fulfill Net Zero commitments.
He said the workshop noted five main issues, of which finance is a key factor, requiring support from the State and the city to build a set of green indicators, priority policies and a carbon credit accumulation mechanism to help businesses reduce conversion costs.
“Green transformation must be associated with environmental responsibility, energy saving and minimizing impacts on production and business. Enterprises need to proactively innovate, especially dual transformation – both digitalization and greening – to move towards sustainable development,” said Mr. Binh.
