On the afternoon of May 30th in Hanoi, on the occasion of International Children's Day on June 1st and the 2023 Month of Action for Children, Prime Minister Pham Minh Chinh visited and presented gifts to teachers and students with special circumstances at Hermann Gmeiner Private High School and the Center for Supporting Inclusive Education Development under the Central College of Pedagogy.

The Prime Minister expressed his joy and emotion at visiting the two schools, listening to the speeches of the teachers, sharing the stories of the students, and enjoying the artistic performances that showcased the children's efforts and creativity, on the occasion of International Children's Day on June 1st - a celebration for children worldwide - and in preparation for the 2023 Month of Action for Children.
The Prime Minister was pleased to learn that, over the years, despite many difficulties regarding facilities and teaching equipment, the teachers and students at the two schools have made great efforts to overcome challenges and strive every day to teach and learn well.
In particular, the Prime Minister expressed his deep admiration for the teachers, staff, and employees of the two schools who, over the years, have consistently demonstrated perseverance, tolerance, selflessness, empathy, and patience. They have not only taught and imparted knowledge, but have also truly become like parents, caring for, guiding, comforting, encouraging, and sharing the difficulties and disadvantages of the orphaned and disabled children, with boundless love for them, treating them as their own flesh and blood.

The Prime Minister also expressed his emotion, appreciation, and understanding for the efforts and endeavors of the students, who, with willpower, determination, spirit, and responsibility, have overcome difficulties; many students have grown up, integrated into the community, not only taking care of themselves and their families but also making positive contributions to society.
According to Prime Minister Pham Minh Chinh, the new stage of development presents many new difficulties and challenges for work related to children in general, and the education of children with disabilities in particular. The barriers to accessing an equal and quality education for children with disabilities and children in special circumstances need continued attention and resolution.

Looking ahead, the Prime Minister also noted several key priorities, first and foremost: continuing to improve institutions, mechanisms, and policies in the spirit of education and training as a top national priority; allocating, mobilizing, and effectively utilizing all resources; and effectively implementing mechanisms and policies for the education, protection, and care of children in general, and children with disabilities and special circumstances in particular.
Specifically, the focus is on effectively addressing several issues, such as the shortage of educational facilities, especially in large cities and industrial zones; teachers resigning or leaving their jobs; the shortage of preschool and primary school teachers; and instances of teachers engaging in inappropriate behavior, violence, or abuse towards children.
In addition, it is necessary to address the situation where parents have to queue for a long time to buy application forms for their children to attend public schools and prestigious schools in the first grades; the situation of textbooks being both "too much and too little," temporary schools, remote school locations, and difficult living, teaching, and learning conditions for teachers and students in remote areas, border regions, and islands; and to ensure toilets, clean water, nutrition, and food safety in school cafeterias.

The Prime Minister also noted the need to prevent, promptly detect, and strictly handle child abuse, school violence, and discrimination; strengthen education for children on life skills, equipping them with the ability to protect themselves from dangers such as drug use in schools, drowning, violent games, fire prevention skills, and injury prevention skills…
Addressing the lack of safe and beneficial recreational spaces, especially during the summer, to keep children away from electronic devices, thereby preventing harmful and unhealthy information on the internet and foreign cultures that have a significant impact on their psychological and physical development.
The Prime Minister requested the effective implementation of policies and guidelines concerning people with disabilities, including children with disabilities and students with disabilities. He also called for the prompt submission and promulgation of a plan for a system of specialized educational institutions for people with disabilities and a system of centers supporting inclusive education development. Furthermore, he urged the development of solutions to improve facilities and provide appropriate and specific policies and benefits for teachers in these specialized schools.

The Prime Minister instructed local authorities at all levels to strengthen public-private partnerships and attract social resources to invest in specialized teaching and learning facilities and equipment such as Braille, assistive devices for the hearing impaired, visually impaired, autistic, and intellectually disabled students. They should also continue to fully implement policies for students with special circumstances.
Strengthening propaganda and education, appealing to the sense of responsibility and concern of each individual, each family, each community, philanthropists, and kind-hearted people... in protecting and caring for children, especially those in special circumstances and at high risk of harm, so that tragic and heartbreaking cases will become fewer and fewer.
The Prime Minister requested the Ministry of Education and Training and other ministries and agencies to summarize the model, research, and develop a strong Inclusive Education Development Support Center under the Central College of Pedagogy, with a leading role in guiding the system of other inclusive education development support centers in localities.
Ministries, departments, and localities must consider the care and protection of people with disabilities and vulnerable groups, including children in special circumstances and children with disabilities, as an important task, in the spirit of "no one is left behind"...
