Control assets and income in positions at risk of corruption

Comrade Nguyen Thi Le requested the Party Delegation of the Ho Chi Minh City People's Council to strengthen leadership and direction of the Ho Chi Minh City People's Council to continue building a culture of integrity among cadres and civil servants; proactively criticize, condemn, and actively fight against corruption and negativity; respect integrity and honor, and feel ashamed when oneself or relatives are corrupt and negative.

On November 13, Comrade Nguyen Thi Le, Deputy Secretary of the City Party Committee, Chairwoman of the People's Council, Deputy Head of the Steering Committee for Anti-Corruption and Negative Practices (PCTNTC) of Ho Chi Minh City chaired a session to inspect, supervise and urge the work of PCTNTC at the Party Delegation of the People's Council of Ho Chi Minh City.

Publicize the operating policies and regimes of People's Councils at all levels

Reporting at the inspection session, Head of the Legal Committee of the Ho Chi Minh City People's Council Pham Quynh Anh said that the Party Delegation of the Ho Chi Minh City People's Council has based on the directions of the Central Government and Ho Chi Minh City to integrate and include the leadership and direction of the People's Council and the Standing Committee of the Ho Chi Minh City People's Council on anti-corruption and anti-waste work into the annual action program resolution. In particular, it has focused on promoting propaganda, dissemination and implementation of the Central Government's and the City Party Committee's directives on anti-corruption work. At the same time, it has proactively led and directed the Standing Committee of the Ho Chi Minh City People's Council, the People's Council Committees and the delegates of the Ho Chi Minh City People's Council to perform well the task of supervising the implementation of the law on anti-corruption, as well as the work of detecting and handling corruption cases, contributing positively to anti-corruption work in the city.

In particular, the Party Delegation of the Ho Chi Minh City People's Council always focuses on leading the supervision activities in detecting and handling corruption cases, including both regular supervision and thematic supervision. After supervision, the delegation has specific recommendations for the supervised agencies to promptly overcome and correct shortcomings and limitations.

The Party Delegation of the People's Council of Ho Chi Minh City also publicly and transparently implements the regimes, policies and conditions to ensure the operation of People's Councils at all levels; strictly implements the code of conduct. After listening to the reports and opinions of the inspection team members, Deputy Head of the Steering Committee for Anti-Corruption in Ho Chi Minh City Nguyen Thi Le highly appreciated the results achieved in the work of anti-corruption at the Party Delegation of the Ho Chi Minh City People's Council. She requested the Party Delegation of the Ho Chi Minh City People's Council to continue to lead and direct the further improvement of the effectiveness of propaganda and education on anti-corruption; build a culture of integrity, no corruption, no negativity among cadres, party members, cadres, civil servants, and employees at the Ho Chi Minh City People's Council. First of all, build self-awareness, set an example in strictly implementing the Party's regulations and the State's laws on anti-corruption; proactively handle conflicts of interest.

Along with that, build and implement well the code of conduct and ethical standards for cadres and party members, all for serving the people. Emphasizing the viewpoint and motto of "4 no's" in anti-corruption (cannot, dare not, do not want, do not need to be corrupt, negative) expressed in the Documents of the 13th National Party Congress as well as in the work "Resolutely and persistently fighting against anti-corruption to contribute to building our Party and State increasingly clean and strong" by General Secretary Nguyen Phu Trong, comrade Nguyen Thi Le requested the Party Delegation of the Ho Chi Minh City People's Council to continue to thoroughly disseminate the above viewpoints and motto to each cadre and civil servant.

At the same time, it is necessary to lead the Ho Chi Minh City People's Council to strictly implement the principle of "democratic centralism"; promote the responsibility to set an example, especially the role of the heads of agencies and units; promote well the work of inspection, examination, supervision, and settlement of petitions and letters in accordance with regulations and have a mechanism to protect those who make truthful complaints and denunciations related to corruption and negativity.

On the other hand, continue to lead the promotion of publicity and transparency at the HCMC People's Council, especially to supervise and control the power of full-time delegates and delegates holding concurrent positions in state agencies. Increase meetings and listen to the opinions of people and voters, record specific reflections on acts and manifestations of corruption, negativity and waste to promptly direct handling.

He also noted that the Party Delegation of the Ho Chi Minh City People's Council should pay attention to strengthening the leadership of inspection, examination and supervision work at the Ho Chi Minh City People's Council to improve the effectiveness of anti-corruption work with the motto of "preventing corruption and negativity early, from afar, from both the top and bottom". Promote well the work of inspection, examination, supervision, and settlement of petitions and letters in accordance with regulations and have a mechanism to protect those who make truthful complaints and denunciations related to corruption and negativity. Strictly control the assets and income of cadres, party members, civil servants and employees in positions with high risk of corruption.
