
In Pac Nam district, according to the plan to arrange and handle assets when implementing the 2-level government apparatus, the total number of units that will have their assets arranged and handled in the district is 32 units; the total number of units that will receive assets after the arrangement is 3 new commune-level administrative units, including Bang Thanh commune, Cao Minh commune and Nghien Loan commune.
Assets are machinery, equipment, tools, and instruments of the district, 4,921 units/items. According to the district's project, all will be transferred with cadres, civil servants, and public employees to the new commune for continued use. Surplus assets at units that can still be used include computers, printers, photocopiers, and other machinery and equipment...
Regarding infrastructure assets of clean water, roads, irrigation, culture and sports , communal cultural houses, and village cultural houses located in the newly established commune, that commune shall receive and continue to manage and use them.

In Ba Be district, the total number of agencies and units assigned to manage and use public assets includes 75 units, including land area, headquarters, warehouses, cars, machinery, equipment, tools, and other instruments; infrastructure assets include clean water works, irrigation works, roads and auxiliary works, cultural houses, etc.
After the reorganization, there are 05 communes left in the district, including: Cho Ra, Ba Be, Phuc Loc, Thuong Minh and Dong Phuc. The number of district-level staff is 73 people, commune-level staff is 286 people arranged to work in the above 05 communes.
The district also has a plan to arrange and handle assets when implementing the 2-level local government apparatus, in which, the total number of units to be arranged and handled assets includes 75 units; 05 units will receive assets after the arrangement. Assets such as office buildings, cars for work and assets such as machinery, equipment, assets of all kinds... are also planned to be arranged for units in the area.
At the meeting, localities raised a number of difficulties in the process of implementing the arrangement and handling of real estate in the area, such as: Many assets and purchasing tools have been purchased for a long time and it is difficult to determine the remaining value; some machines have expired their depreciation value, some machines are old, have low configuration, and do not ensure the performance of the work; many assets have exceeded the maximum usage time according to regulations but the remaining value is still large, leading to many difficulties and inadequacies in updating data to build a plan after the arrangement...
The above contents have been answered and clarified by the Working Group; at the same time, the Department of Finance guides localities on the process of handling, receiving, and handing over assets... for implementation in the coming time.
Concluding the working session, Deputy Director of the Department of Finance Dinh Quang Hung acknowledged that localities have paid attention to directing the arrangement and layout of headquarters and facilities when arranging and organizing the apparatus and administrative units. The head of the working delegation requested to continue strictly implementing the direction of the Government, the Ministry of Finance , the Provincial People's Committee and the guidance of the Department of Finance on arranging and handling assets when arranging and organizing the apparatus and administrative units; directing the review and full handover of assets to agencies and units assigned to manage, operate and use.../.
