Inspecting the implementation of the Grassroots Democracy Regulations at the Ho Chi Minh City Command

The working delegation included Major General Tran Vinh Ngoc, Deputy Political Commissar of Military Region 7, representatives of the Ministry of National Defense Inspectorate, the Finance Department, representatives of functional agencies of the General Department of Politics of the Vietnam People's Army and the Political Department of Military Region 7.

Implementing the plan, the working delegation directly inspected Gia Dinh Regiment and the agencies of Ho Chi Minh City Command, attended the "Democracy - Discipline" forum at Gia Dinh Regiment, and attended the conference to self-inspect the implementation of the grassroots democracy regulations of the Ho Chi Minh City Military Party Committee.

During the inspection process, the working delegation focused on the following contents: Leadership and direction of Party committees and commanders at all levels; results of implementing the Grassroots Democracy Regulations in the activities of Party committees at all levels; results of implementing the Grassroots Democracy Regulations in the management and operation activities of commanders; activities of mass organizations and military councils.

From January 2022 to present, the implementation of the grassroots democracy regulations at Gia Dinh Regiment has been thoroughly grasped and seriously implemented, achieving high efficiency, creating consensus, unity and solidarity in agencies and units. The role of the military council, mass organizations and individuals in carrying out the task of building the unit has been increasingly promoted. The vast majority of soldiers have good awareness of implementing the grassroots democracy regulations.

In 2022 and the first 5 months of 2023, the Party Committee, the Ho Chi Minh City Command and Party committees, agencies and units have led and directed the organization to thoroughly grasp and implement the Grassroots Democracy Regulations strictly, seriously and effectively. The regulations and rules of Party committees and commanders have been built, supplemented and amended in a timely manner, ensuring the comprehensive leadership of the Party committee in all activities of agencies and units. The democratic awareness and mastery level of all soldiers have been raised, democratic institutions have been increasingly improved, and the mastery rights of cadres and soldiers have been promoted, respected and promoted. Solidarity and unity in leadership and command are enhanced, the relationship between commanders, political commissars and political officers with Party committees in units is closer, the trust of cadres and soldiers in Party committees, leaders and commanders at all levels is firmly consolidated, contributing to building a strong and clean Party organization, building a comprehensively strong agency and unit that is "exemplary and typical".

Concluding the preliminary results of the implementation of the Grassroots Democracy Regulations of the Ho Chi Minh City Command, Major General Ngo Thanh Hai assessed that the Party Committee and the Ho Chi Minh City Command had led, directed, and seriously implemented the directives, resolutions, and regulations of the Party, the State, the Central Military Commission, the Ministry of National Defense, and the guidance of the General Department of Politics and the Ho Chi Minh City Party Committee on the development and implementation of the Grassroots Democracy Regulations. The Party Committee had built a system of regulations and rules, issued them within the correct scope and authority, closely following the characteristics of the unit, and had an effective and orderly operation process. Party committees at all levels had well implemented democracy in leadership activities, strictly implemented the principle of democratic centralism, and well implemented the leadership regulations in a number of important aspects of work. Democratic dialogue activities at all levels are maintained in a systematic manner according to decentralization, with 577 dialogues organized at all levels in 2022 and the first 5 months of 2023. Mass organizations and military councils operate in a systematic manner, in accordance with their functions and tasks, promoting the mastery of soldiers and defense workers and civil servants in all fields.

The Deputy Head of the inspection delegation also pointed out the limitations in the development and implementation of the Grassroots Democracy Regulations of the Party Committee and the Ho Chi Minh City Command, and at the same time requested the Party Committee and the Ho Chi Minh City Command to continue to seriously implement the directives, resolutions and regulations of the above on the development and implementation of the Grassroots Democracy Regulations, improve the quality of political education, propaganda, dissemination of legal education, build a close relationship between leaders and commanders with officers and soldiers in agencies and units, promote administrative reform, carry out democratic dialogue well according to regulations, improve the quality of activities of mass organizations and military councils in the dissemination and implementation of the Grassroots Democracy Regulations in all fields.

On behalf of the Party Committee and Command of Ho Chi Minh City, Major General Phan Van Xung, Deputy Secretary of the Party Committee and Political Commissar of the Command of Ho Chi Minh City, accepted the preliminary conclusions of the inspection team. The Party Committee and Command of Ho Chi Minh City will continue to promote the advantages in building and implementing the grassroots democracy regulations, and at the same time lead and direct the implementation to overcome the limitations and shortcomings pointed out by the inspection team.
