On May 9, the provincial working delegation led by Mr. Nguyen Huu Thap - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee inspected the implementation of national target programs (NTPs) in 2022 and the first 4 months of 2023 in Ia H'Drai district.

Participating in the inspection team were leaders of the departments: Planning and Investment, Finance, Agriculture and Rural Development, the Provincial Ethnic Committee and a number of related sectors of the province.
According to the report of the Ia H'Drai District People's Committee at the working session, up to now, the district has established and completed the Steering Committee for the National Target Programs at the district level, developed operating regulations; established Working Groups; directed communes to establish Steering Committees, Management Boards, and Community Supervision Boards, ensuring smooth direction and implementation. At the same time, promptly allocate detailed plans for investment capital from the central budget to implement the National Target Programs for the period 2021-2025, the central budget estimates for the years 2022 and 2023; complete the procedures for approving projects, detailed estimates and organize the implementation of contents and activities of the National Target Programs according to regulations. Information, propaganda and mobilization work to raise awareness for cadres and people has been promoted; monitoring and evaluation of the implementation of programs has been carried out according to regulations.
In 2022, the total central budget capital allocated to localities to implement national target programs in the area is 108,505 billion VND; by April 20, 2023, 37,951 billion VND has been disbursed. The local counterpart budget capital is 9,880 billion VND; by April 20, 2023, 5,037 billion VND has been disbursed.
In 2023, the total central budget capital allocated to implement national target programs is VND 114,081 billion; as of April 20, 2023, VND 6,367 billion has been disbursed. The local budget counterpart capital is VND 8,485 billion, which has not yet been disbursed.
Although certain results have been achieved, in general, the disbursement rate of the central budget capital plan in 2023 of Ia H'Drai district is low; the mobilization of non-budgetary resources and the arrangement of counterpart funds from the local budget to implement programs have not been guaranteed. The organization and implementation of some contents and activities under the national target programs have not been timely, some contents are still confused and passive; the work of building new rural areas and poverty reduction is not really sustainable, the number of newly emerging poor and near-poor households in 2022 is still high (6 near-poor households, 103 poor households)...
At the meeting, the People's Committee of Ia H'Drai district pointed out a number of shortcomings, limitations, difficulties and obstacles in the implementation process. On that basis, the agencies in charge of the National Target Programs and the member agencies of the Provincial Steering Committee will answer and guide each content that the locality is still facing in order to contribute to speeding up the implementation progress of the programs.

Concluding the meeting, Vice Chairman of the Provincial People's Committee Nguyen Huu Thap requested that Ia H'Drai district continue to effectively and resolutely implement the tasks and solutions set out. Urgently develop, promulgate and organize the implementation of plans for the implementation of national target programs in the period of 2021-2025 and in 2023. Strengthen information and propaganda work on Fatherland Front programs associated with effectively implementing the campaign "Changing the thinking and working style of ethnic minorities, helping ethnic minorities rise up to escape poverty sustainably", the emulation movement " Kon Tum joins hands to build new rural areas".
Vice Chairman of the Provincial People's Committee Nguyen Huu Thap emphasized that Ia H'Drai district needs to strengthen the activities of the Steering Committees at the district and commune levels; be more proactive and drastic in implementing the national target programs. Focus on directing the immediate implementation of work contents that have full mechanisms and regulations; urgently complete capital allocation procedures, project approval, detailed estimates, develop a roadmap for implementing the extended capital plan for 2022 and capital for 2023. Conduct a review of the list of investment projects under the programs, arrange them in order of priority, promptly report and propose to competent authorities to adjust the capital plan and project list to focus on implementation to ensure savings and efficiency. Balance counterpart capital from the local budget to arrange for the implementation of national target programs according to regulations; strengthen inspection and supervision, promptly detect difficulties and obstacles to guide and propose solutions to remove them. Urgently evaluate and have drastic solutions to strive for Ia Dal commune to meet the new rural commune standards by the end of 2023, with the poverty reduction rate in the year reaching 10.5% according to the assigned target.
The Vice Chairman of the Provincial People's Committee noted that the member agencies of the Inspection Team must fully summarize the difficulties and obstacles of the locality, and within the scope of their functions and tasks, provide guidance and solutions; for contents beyond their authority, they must summarize and report to the Provincial People's Committee and the Provincial Steering Committee for handling or propose to competent authorities for consideration and solution. Agencies in charge of the National Target Program actively monitor and supervise the implementation of component programs and projects in the locality to promptly remove "bottlenecks", clear "bottlenecks", create conditions for localities to organize implementation smoothly and smoothly, and complete the set goals.
