Many outstanding results
In March 2024, Ba Ria-Vung Tau solemnly held a conference to announce the Provincial Planning and promote investment. Speaking at the ceremony, Deputy Prime Minister Tran Hong Ha emphasized that this Planning opens up development space, creating new breakthrough momentum for the province to develop strongly, becoming one of the national marine economic centers with a seaport logistics system, international maritime services; an international-class tourism center and one of the clean energy and green industry centers with high added value.
According to the Department of Finance, up to now, the province has shown initiative and method in implementing the Planning, from technical infrastructure to developing key industries and fields, aiming to turn the province into an important growth pole of the Southeast region, with high competitiveness in the region and internationally.
In the industrial sector, the province aims to develop large-scale complexes associated with urban areas and services, focusing on manufacturing, high-tech, green and supporting industries. By 2025, the value of industrial production excluding oil and gas is estimated to reach about 485 trillion VND, with an average growth rate of over 10% per year. The province currently has more than 700 projects in operation, most of which are located in concentrated industrial parks. Of these, there are 23 high-quality industrial projects and 77 supporting industrial projects.
Regarding seaport and logistics services, Ba Ria-Vung Tau has been effectively promoting the Cai Mep-Thi Vai national special port system. This is the only port cluster in Vietnam that can accommodate ships with a capacity of over 200,000 DWT and is ranked 7th in the world in terms of container handling efficiency in 2023. The total designed capacity is 160 million tons/year. Along with that, regional and national logistics centers are being planned synchronously, contributing to optimizing the supply chain and enhancing local competitiveness.
The tourism industry is also developing in line with the planning direction. The province focuses on developing high-quality tourist areas in Long Hai, Ho Tram-Binh Chau, Vung Tau and Con Dao, combining beach resorts, health care, ecology and culture - history. In the period of 2021-2025, the province attracted 132 tourism projects with a total investment capital of more than 57 trillion VND and nearly 9 billion USD, of which 51 projects have come into operation, with the participation of international brands such as Melia, The Grand Ho Tram...
Along with the development of the industry, technical infrastructure, especially transportation, has received strong investment. The province has completed the technical opening of the 19.5km Bien Hoa-Vung Tau expressway, while accelerating the progress of major projects such as the DT994 coastal road, the inter-port road and Phuoc An bridge. In particular, the urban expressway connecting Ho Tram with Long Thanh airport - a strategic development axis - has been approved by the Prime Minister to be added to the planning.
Development orientation suitable for the new situation
During the planning process, the province also promptly identified emerging factors and proposed adjustments to some important contents to flexibly adapt to the new context. The goal of the adjustment is to create an effective development space, more in line with national and regional orientations, especially in the context of strengthening infrastructure connectivity and the need to develop new dynamic areas.
One of the important adjustments is to add the Ho Tram-Long Thanh expressway to strengthen the connection between key tourist areas and the international airport, contributing to completing the province's traffic infrastructure.
The province also orients urban development according to the TOD model (urban planning and development focusing on building residential, commercial and service areas around public transport points), closely linked to key transport routes, creating favorable conditions for population distribution and service development. The province also adds first-class commercial centers in major cities such as Vung Tau, Ba Ria, Phu My, contributing to improving the quality of domestic consumption.
Speaking at the meetings on adjusting the Planning, Mr. Nguyen Van Tho, Chairman of the Provincial People's Committee, said that the initial results affirmed the effectiveness of planning and development management, creating a solid foundation for sustainable development in the new situation.
In the coming time, the adjustment of the Provincial Planning aims to continue to gradually realize major goals, both maintaining the long-term development orientation and flexibly adjusting to suit practical requirements. “The Provincial Planning will also adjust land use, forest protection, and resources to ensure sustainability. The adjustment is carried out according to simplified procedures, ensuring legality, efficiency, and conformity with the goal of sustainable growth and breakthroughs in the new situation,” Mr. Nguyen Van Tho emphasized.
