The 16th session of the Provincial People's Council passed many important resolutions.

On January 22nd, the 11th Provincial People's Council, term 2021-2026, held its 16th session (Special Session). Comrades Pham Van Hau, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council; and Tran Minh Luc, Member of the Standing Committee of the Provincial Party Committee and Vice Chairman of the Provincial People's Council, presided over the session.

Attending the session were: Comrade Tran Quoc Nam, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, and Head of the Provincial National Assembly Delegation; Comrade Le Van Binh, Standing Committee Member of the Provincial Party Committee and Chairman of the Vietnam Fatherland Front Committee of the province; members of the Standing Committee of the Provincial Party Committee; leaders of departments, agencies, and localities; and delegates of the 11th Provincial People's Council.

Following the opening remarks by the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, the leaders of the Department of Construction, the Department of Planning and Investment, and the Department of Internal Affairs presented summaries of the three draft resolutions submitted to the session.

Comrade Pham Van Hau, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, delivered a speech at the session.

Based on reports from the Economic and Budget Committee and the Legal Committee on the results of the review of draft resolutions, the provincial People's Council delegates discussed and unanimously approved three important resolutions related to the province's socio-economic development: the overall master plan for the construction of Phan Rang - Thap Cham City; the investment policy for projects; and the staffing of civil servants and public employees.

At the meeting, delegates also unanimously voted to approve resolutions related to personnel matters: Dismissing Mr. Phan Tan Canh from the position of Vice Chairman of the Provincial People's Committee for the 2021-2026 term due to taking on other duties; electing Mr. Trinh Minh Hoang as an additional Vice Chairman of the Provincial People's Committee for the 2021-2026 term; dismissing Mr. Ha Anh Quang from the position of Member of the Provincial People's Committee for the 2021-2026 term due to retirement; and electing Mr. Pham Van Binh, Director of the Department of Labor, War Invalids and Social Affairs, as an additional Member of the Provincial People's Committee for the 2021-2026 term.

The delegates unanimously voted to adopt the resolutions.

In his closing remarks at the session, the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council highly appreciated the serious and responsible working spirit of the delegates, contributing to the successful completion of the session's agenda and content. The resolutions adopted at the session are very important, concretizing legal regulations and the policies and directives of the Central Government and the Provincial Party Committee; creating a legal basis for the organization, implementation, and execution of the local political tasks; contributing to creating momentum and unlocking resources to accelerate the implementation of projects and works, ensuring the necessary legal basis and infrastructure to serve socio-economic development, social welfare, and the recovery and development of the province's economy in 2024 and subsequent years.

Therefore, the implementation process requires synchronized and close coordination; at the same time, inspection and supervision must be strengthened to ensure the best results and create high consensus among the people, contributing to bringing the resolutions of the Provincial People's Council into life as soon as possible. After the session, the Provincial People's Council requests the Provincial People's Committee to promptly organize the implementation of the resolutions; focusing on directing all levels, sectors, localities, and units according to their assigned functions, tasks, and powers, proactively organizing implementation, coordinating closely with central ministries and sectors, and seeking support to ensure that the resolutions are put into life as soon as possible and achieve the highest effectiveness. The Standing Committee, the Committees, the Delegation Groups, and each delegate of the Provincial People's Council should strengthen supervisory activities to ensure that the implementation of the resolutions of the Provincial People's Council is serious, lawful, and effective.

Resolutions adopted at the 16th Session of the Provincial People's Council, 11th term, 2021-2026

1. Resolution on the overall adjustment of the General Planning for the construction of Phan Rang - Thap Cham city until 2040, with a vision to 2050.

2. Resolution to repeal the Provincial People's Council Resolutions on investment policy for projects in Resolutions No.: 85/NQ-HĐND, 86/NQ-HĐND, 87/NQ-HĐND, 89/NQ-HĐND, 90/NQ-HĐND, 91/NQ-HĐND, 92/NQ-HĐND, 95/NQ-HĐND, 96/NQ-HĐND, 97/NQ-HĐND, 100/NQ-HĐND, 102/NQ-HĐND dated August 31, 2021.

3. Resolution on allocating civil servant positions at the district and provincial levels; the number of salaried employees in public non-business units; the staffing of associations and the number of officials and civil servants at the commune level, and non-professional personnel at the commune, village, and residential group levels in 2024.
