Continuing the working program of the 6th Session, on November 7, at the National Assembly House, under the chairmanship and direction of National Assembly Chairman Vuong Dinh Hue, the National Assembly continued to conduct the question and answer session.

Early in the morning, the National Assembly continued to question members of the Government and heads of sectors on the implementation of a number of resolutions of the 14th National Assembly and from the beginning of the 15th National Assembly's term to the end of the 4th Session on thematic supervision, questioning on groups of economic sectors including: industry and trade, agriculture and rural development, transportation, construction, natural resources and environment. The National Assembly Chairman said that in the questioning session on the economic sector, 87 delegates registered to question, 41 delegates were questioned and debated, of which 29 delegates raised questions.
Next, the National Assembly continued to question Government members and heads of sectors on the implementation of a number of resolutions of the 14th National Assembly and from the beginning of the 15th National Assembly's term to the end of the 4th Session on thematic supervision and questioning of the group of internal affairs and justice sectors, including issues related to the judiciary; internal affairs; security, order, and social safety; inspection; court; prosecution; and audit.
Participating in the debate on the response of the Minister of Home Affairs regarding autonomy in public service units, delegate Nguyen Thi Thu Dung, National Assembly Delegation of Thai Binh province, said that implementing autonomy helps public service units to be more autonomous in performing their tasks, improving the quality of public service provision and increasing income for civil servants in these units. However, the legal framework is not complete, leading to difficulties for public service units that are currently autonomous, including service units in the education sector. The delegate gave an example of the regulation on salary increase from July 1, 2023, but tuition fees have not been increased for the past 3 years, causing difficulties for autonomous units, which is also the cause of job abandonment in public service units. Therefore, the delegates said that reducing the number of salaried civil servants in public service units by promoting autonomy while the legal framework is not yet complete is not appropriate, so there needs to be a solution to resolve this situation.
Responding to the opinion of delegate Nguyen Thi Thu Dung, the Minister of Home Affairs expressed his agreement that it is necessary to continue to improve the institutional system to ensure the legal corridor, promote autonomy, especially for educational autonomy, and suggested that the Ministry of Education and Training study to amend the Law on Higher Education; amend Decree 81 as a basis for calculating fees for educational institutions, especially vocational education and higher education to implement the issue of autonomy. The Minister said that the Government is currently focusing on directing the Ministry of Education and Training to soon amend a number of related decrees, including Decree 81, to ensure early tuition fee rates for all levels for the 2023-2024 school year. At the same time, it is also recommended that ministries and branches direct the approval of autonomy projects for public service units according to the decision in Decree 120 of the Government to cover four aspects of tasks, organizational structure, personnel, and finance so that public service units can implement autonomy.
In the afternoon, the National Assembly questioned members of the Government and heads of sectors on the implementation of a number of resolutions of the 14th National Assembly and from the beginning of the 15th National Assembly's term to the end of the 4th Session on thematic supervision and questioning of cultural and social fields, including issues related to science and technology; education and training; culture, sports and tourism; health; labor, war invalids and social affairs; information and communications.
