The first time Party and State leaders listened to and had direct dialogue with workers and union officials at all levels was in 2017, when the Prime Minister at that time met with workers in the Central region.
The Prime Minister's meetings and dialogues with workers and laborers continued to be held in the following years in the South, the North... until they were temporarily suspended due to the pandemic, contributing significantly to the creation and amendment of policies that bring practical benefits to workers.
Therefore, the 2023 Labor Forum (Forum) is awaited and highly anticipated by workers and union officials at all levels. This is the first time the Forum has been held, chaired by the head of the legislative body, the Chairman of the National Assembly .
Because the topic "Improving policies and laws related to workers and trade unions" was raised in the context that trade union activities have been facing many difficulties and challenges, both internal and external.
Workers, as usual, whether it is their wish to the head of the executive or legislative body, for many years have been "bread and butter", not being able to access social housing projects; then gasoline and electricity prices increase, rent increases and prices of goods and services increase while jobs and incomes decrease...
But for union officials, this is a great opportunity for the legislature to see, listen, and understand in order to make timely decisions on very hot and long-standing issues.
These are effective legal policies to protect grassroots union cadres in the new situation. They are resources, first of all, finance, so that grassroots unions no longer have to ask for money for every activity in order to protect their independence and "dignity".
It is necessary to soon complete labor laws, specifically the Labor Code and the Social Insurance Law, to find a solution to the "rampant" social insurance debt situation of enterprises.
This is an issue that is currently beyond the control of the Trade Union organization and needs the National Assembly to intervene by enacting a law as proposed by many Chairmen of the Labor Federations of centrally-run cities in the recent summary meeting in Da Nang...
Finally, workers and union officials at all levels nationwide hope and wish that activities similar to the 2023 Labor Forum will be maintained annually so that the National Assembly has more perspectives and data when building laws and perfecting institutions on employment; as well as maintaining sustainable employment, increasing income, living standards and improving working conditions for workers.
