Lai Chau: Paying correct, sufficient and timely benefits to retired officials and civil servants

Synchronous and close implementation from province to grassroots

Immediately after Decree 178/2024/ND-CP was issued, the Lai Chau Provincial Party Committee and People's Committee directed all sectors and levels to proactively review, compile lists, and appraise the files of the subjects of staff streamlining. The process was carried out publicly, seriously, and in accordance with regulations, avoiding misapplication or omission of subjects.

In the past time, civil servants of the Organization and Personnel Department (Department of Home Affairs) have always promoted the spirit of responsibility in their work to effectively implement Decree 178/2024/ND-CP.

Ms. Dao Thi Lan Anh - Director of the Department of Home Affairs said: "We identify this as an important political task, directly related to the rights of cadres, civil servants and public employees. Therefore, the entire process from reviewing documents to paying benefits is strictly controlled, public, to the right subjects, and on time. Up to now, 100% of cadres, civil servants and public employees who have retired under Decree 178/2024/ND-CP have received full benefits."

According to the Department of Home Affairs, up to now, the whole province has completed the payment of benefits to 1,003 cadres and civil servants who wish to retire early or quit their jobs within the time required by the Central Government. Of which, the majority are cadres, civil servants, public employees, and government workers, 817 people. The total payment cost is more than 892 billion VND.

Transparent, humane – Policy to the right person, at the right time

With the characteristics of a mountainous border province, Lai Chau implemented the policy in conditions with many difficulties in terms of transportation and infrastructure, but with the synchronous participation of agencies, the policy of streamlining the payroll has reached every citizen, every agency and unit. The payment is carried out clearly, publicly and transparently, helping the retirees feel secure and confident, creating consensus throughout the province.

Applications for early retirement under Decree 178/2024/ND-CP are carefully reviewed by officials of the Organization and Personnel Department (Department of Home Affairs).

Along with the payment, the specialized agencies also proactively organize propaganda and dissemination of policies, helping civil servants and public employees understand their rights and obligations. Any remaining problems are promptly resolved, without complaints.

Mr. Dong Van Khuong in Tay An village, Phong Tho commune (former Secretary of the Party Committee, Chairman of the People's Council of the old Muong So commune, retired) shared: "I have worked for over 24 years, realizing that my health is not good, I wish to retire early, the staff guided me very enthusiastically, the documents were quick, the regime is complete and on time. In August 2025, I was paid over 800 million VND by bank transfer. I clearly feel the attention of the Party, the State and the province for the officials retiring under the regime, the policy is truly meaningful and humane".

Civil servants of the Department of Government Construction and Youth Affairs (Department of Home Affairs) are also an important force in reviewing accurate records, ensuring the payment of benefits to retirees according to Decree 178/2024/ND-CP fully, promptly and in accordance with regulations.

The implementation of Decree 178/2024/ND-CP not only helps ensure the rights of retirees but also creates conditions for agencies and units to reorganize and re-arrange appropriate human resources. In many units, after reorganizing and streamlining focal points, work efficiency has been significantly improved. Specialized departments and offices have reduced intermediate levels, increased initiative, contributing to speeding up the processing of administrative records and improving the province's administrative reform index.

The completion of 100% of the payment of benefits for retired people according to Decree 78/2024/ND-CP is a clear demonstration of the sense of responsibility and care of the Party and State for the staff. In Lai Chau, the implementation process is assessed to be in accordance with regulations, to the right subjects, and on time, creating trust, consensus, and spreading the spirit of innovation throughout the system.
