To date, the progress of the projects is basically on schedule, but there are still many difficulties that need to be overcome to accelerate progress.
Over 90% of households have been surveyed.
Mr. Huynh Van Minh, Deputy Director of the Land Development Center of Lam Dong province, said: Following the direction of the Lam Dong Provincial People's Committee and the Steering Committee for the implementation of key projects of the province, the unit is coordinating with localities to actively carry out land clearance for the two expressway projects Bao Loc - Lien Khuong and Tan Phu - Bao Loc.

Specifically, in Ward 1, Bao Loc, the project has a route length of 4.82km, an area of 36.82ha to be acquired, affecting 150 households and 1 organization. To date, the inventory process has been completed 100% (151 households); of which, 50/100 dossiers have been reviewed, and 40 households are eligible for compensation.
Bao Lam 2 commune has a route length of 6.46km, with a land acquisition area of 53.57ha, affecting 176 households and 2 organizations. The local authorities have surveyed 165 households (reaching 92.7%) and reviewed 110 out of 150 dossiers.
In Hoa Ninh commune, the total length of the route is 3.66km, with an area of 30.7ha to be acquired, affecting 116 households. The Di Linh Area Investment and Construction Project Management Board has completed 100% of the inventory, reviewed 87 out of 102 dossiers, and identified 60 households eligible for compensation.

In Di Linh commune, the route is 12.53km long, with a land acquisition area of 138.46ha, affecting 509 households. Currently, 468 households (91.8%) have been surveyed, 154 dossiers have been transferred to the commune People's Committee, and 110 households have been reviewed in meetings.
In Bao Thuan commune, the route is 8.37km long, with an area of 71.73 hectares to be acquired, affecting 303 households and 2 organizations. To date, 282 households (92.5%) have been surveyed, and 56 dossiers have been transferred to the commune People's Committee for review of land ownership.
Gia Hiep commune has 6.62km of road passing through its territory, covering an area of 68.14 hectares and affecting 228 households. Currently, 200 households (87.7%) have been surveyed, and the dossiers are being finalized to be submitted to the Commune People's Committee for review.
In Ninh Gia commune, the route is 9.82km long, with an area of 57.4ha to be acquired, affecting 131 households and 3 organizations. To date, 112 households (91.1%) have been surveyed, 85 dossiers have been submitted to the commune People's Committee, and 22 households have been reviewed. However, 12 households and 1 organization have not yet been surveyed due to inability to contact them.

In Duc Trong commune, the route is 10.33km long with a total land area of 71.15ha to be acquired, affecting 400 households and individuals. Currently, 368 households and individuals have been surveyed (92.0%); 182 files have been submitted to the commune People's Committee for review of land ownership; 85 out of 182 households have been reviewed; of which, 50 households meet the eligibility criteria.
Tan Hoi commune has 142 households affected along a total length of 3.15km. To date, the counting process is almost complete (99.3%), but there are still 7 cases that have not been contacted due to transfer procedures.
In Hiep Thanh commune, the 7.6km route involves the acquisition of 48.1 hectares, affecting 302 households. The inventory process has reached 94.4%, with 100 dossiers submitted to the commune People's Committee for review, and 50 dossiers already reviewed. However, the locality still faces obstacles with over 40 plots of land whose owners have not been identified due to multiple transfers of ownership or the landowners being absent from the area.
Currently, land price assessment plans have been submitted to the People's Committees of communes and wards such as Ward 1 in Bao Loc, Bao Lam 2, Ninh Gia, and Tan Hoi. The plan for Duc Trong is expected to be submitted in early November 2025. The remaining localities are hiring consultants to finalize their plans.
Ensuring project progress
In parallel with the Bao Loc - Lien Khuong project, the inventory work for the Tan Phu - Bao Loc expressway project is also being actively implemented.
Specifically, in Ward 1 of Bao Loc, the affected area is 4.86 km long, impacting 202 households, with only 36.9% of households surveyed so far; in Ward 2 of Bao Loc, the affected area is 16.52 km long, impacting 411 households, with 36.1% of households surveyed.

In Da Huoai commune, the land survey has reached 20.5%; Da Huoai 2 commune has issued notices of land reclamation to two organizations; Da Teh 2 commune has an 18km route affecting 149 households, and the documentation is currently being finalized.

According to Mr. Huynh Van Minh, Deputy Director of the Land Development Center of Lam Dong province, although significant progress has been made in land clearance, there are still many difficulties and obstacles.
Specifically, the actual boundaries of many land parcels differ from the cadastral map and require re-measurement. Many households live outside the province, making it difficult to contact them for verification. The mountainous terrain is complex, making transportation difficult. The custom of dividing land within families and the failure to complete the transfer of ownership procedures also cause delays in verifying land ownership.

The Provincial Land Development Center has requested the Department of Agriculture and Environment to direct the Provincial Land Registration Office to coordinate and support the revision and updating of cadastral maps to reflect actual land use, thereby facilitating localities in completing the inventory, preparing compensation dossiers, and submitting them for approval on schedule.
Expediting compensation and land clearance is crucial for the progress of the two key expressway projects, Bao Loc - Lien Khuong and Tan Phu - Bao Loc. These are strategic transportation routes for Lam Dong province, contributing to regional connectivity, promoting socio -economic development, and creating momentum for sustainable growth in the Southern Central Highlands region.
