On November 1, a leader of the Department of Home Affairs of Dak Lak province said that the Provincial People's Committee had decided to dismiss Mr. Phan Xuan Bach from the position of Deputy Director of the Provincial Management Board of Investment Projects for Construction of Traffic Works and Rural Development (called Board A), because he had previously been disciplined with a warning.
The above decision takes effect from October 31. The Provincial People's Committee assigned the Director of Department A to manage and use civil servants and salary regime for Mr. Bach according to the law.
Previously, the Chairman of the People's Committee of Dak Lak province signed a decision to discipline Mr. Phan Xuan Bach with a warning.
According to the conclusion of the authorities, during his time as Deputy Director of Department A, Mr. Bach violated Party regulations and State laws, did not fully fulfill his exemplary responsibilities and the responsibilities of a leader, allowing many violations to occur in the period 2020 - 2025.
Mr. Bach was directly responsible for signing three documents sent to the Ministry of Transport (now the Ministry of Construction ) requesting appraisal, investment approval and transfer of work volume between contractors; did not review or adjust contract unit prices according to price fluctuations but still accepted and paid 46 times to contractors.
Notably, according to the conclusions, Mr. Bach repeatedly received money from contractors participating in the project. After the incident was discovered, he returned the entire amount to the investigation agency. His actions were determined to violate legal regulations on bidding, public investment, anti-corruption, waste and negativity.
The Central Inspection Committee concluded that Mr. Bach's violations caused serious consequences, created bad public opinion, and reduced the prestige of the Party organization and local state management agencies, and decided to impose disciplinary action in the form of a warning.

A leader of the Department of Home Affairs of Dak Lak province informed that the dismissal was carried out after Mr. Bach completed his coordination with the inspection team of the Government Inspectorate. Previously, because Board A was serving the inspection work, the dismissal could not be carried out immediately. After receiving the unanimous opinion of the Standing Committee of the Provincial Party Committee, the Provincial People's Committee issued a decision to dismiss him according to the procedure.
After being dismissed, Mr. Bach was assigned as a specialist at Department A, the specific assignment will be considered by the unit Director.
3 people received contractor money, 2 people were arrested, Mr. Bach was warned
Regarding this case, in addition to Mr. Bach being disciplined with a warning for repeatedly receiving money from contractors, 4 people including 2 leaders of Board A and 2 business leaders were also entangled in legal trouble.
Accordingly, the former Director and a former Deputy Director of Board A along with a number of business leaders were prosecuted for the crimes of receiving and giving bribes, related to the Ho Chi Minh Road project, the eastern bypass section of Buon Ma Thuot City.
