Lao Cai achieved many positive results after more than 3 months of implementing the two-level local government model.

After more than 3 months of officially operating the two-level local government organization model since July 1, 2025, Lao Cai province has achieved many outstanding results in arranging and perfecting the administrative apparatus, improving the effectiveness of state management, gradually adapting to the new management model, effectively serving people and businesses.

Synchronous deployment, smooth operation: Immediately after implementing the two-level local government model, Lao Cai Provincial People's Committee directed departments, branches, sectors and People's Committees of communes and wards to develop and promulgate work programs, working regulations, and assign specific tasks to each collective and individual. The deployment of tasks was carried out seriously, ensuring continuity, effectiveness and efficiency in state management; The direction and operation in the fields of socio -economy, national defense, security, social order and safety were maintained stably, without interruption during the model conversion process. The system of Public Administration Service Centers at all levels operated in a disciplined manner, promptly resolved administrative procedures, creating convenience for people and businesses in accessing public services.

Streamlining the apparatus, improving management efficiency: One of the notable results is the work of rearranging and reorganizing the administrative apparatus towards streamlining and efficiency. Through the review, Lao Cai province has reduced: 24 provincial-level administrative organizations; 149 departments, branches and equivalent units; 3 provincial-level public service units; 51 public service units under departments, branches and district levels; 18 district-level administrative units; 220 commune-level administrative units (including 183 communes, 19 towns and 18 wards)

Currently, the province's administrative apparatus consists of 17 departments and branches; 114 provincial-level offices and branches; 99 commune-level administrative units (including 89 communes and 10 wards), 297 specialized offices and 99 commune-level Public Administration Service Centers. 100% of the units have been established and put into operation in accordance with regulations, ensuring to meet the requirements of tasks in the new situation.

Perfecting functions, tasks, and job positions: The province has also perfected the functions, tasks, powers, and organizational structure of departments, branches, and public service units (PSUs) under the Provincial People's Committee. At the same time, the Commune People's Committee has promptly prescribed the functions, tasks, and organization of specialized agencies according to the guidance of the Central and the province;

The Provincial People's Committee directed the Department of Home Affairs to preside over the appraisal and submission for approval of the job position projects and the structure of civil servant and public employee titles of departments, branches and commune levels. It is expected that all of this approval will be completed in the fourth quarter of 2025, contributing to standardizing the team and ensuring human resource allocation in accordance with the new management model.

Synchronize working regulations, clearly assign tasks: The issuance of working regulations is promptly implemented by agencies and units, based on assigned functions and tasks. The regulations clearly stipulate working relationships, work resolution processes, specific decentralization and authorization, helping to effectively operate within each department, division, and unit;

Up to now, 100% of provincial-level professional agencies (17/17 departments and branches) and 99/99 commune-level People's Committees have issued working regulations for the 2021-2026 term.

The staff, civil servants and public employees have gradually stabilized and promoted their roles: Lao Cai province currently has 2,249 provincial-level civil servants and 4,195 commune-level civil servants, along with 37,509 public employees (out of a total of 42,098 assigned positions), holding professional and technical positions in administrative and public service units.

The Provincial People's Committee has proactively completed key positions in departments, branches and local authorities. Specifically: Provincial level: 121 positions of director, deputy director of department and equivalent; 167 heads and deputy heads of departments in specialized agencies and public service units; Commune level: 99/99 Chairmen of Commune People's Committees, 99/99 Vice Chairmen of People's Councils and 198/198 Vice Chairmen of Commune People's Committees have been fully appointed.

Up to now, 100% of cadres holding leadership and management positions in departments and equivalent levels have met professional and political theory standards. 99% of commune-level professional civil servants have achieved the required professional qualifications.

Adapting to the new model, gradually affirming effectiveness: After more than 3 months of implementation, in general, the team of cadres, civil servants and public employees has quickly adapted to the two-level management model. Many cadres have promoted their roles and responsibilities well, proactively learned, improved their skills, and met the job requirements in the new context.

However, the province also recorded certain difficulties. Some officials were still confused when implementing their tasks due to the expansion of the area, the increase in population, the fragmented terrain, and the difficult transportation, especially in remote areas.
