On October 11, Mr. Nguyen Bac Viet, Chairman of the People's Committee of Minh Hoa District ( Quang Binh ) - confirmed that the district had just established a disciplinary council for Ms. Dinh Thi Bui Chung, principal of Kindergarten No. 1, Quy Dat town.

According to Mr. Viet, before establishing the disciplinary council, the district also held a review session with Ms. Chung. Minh Hoa District Inspectorate also concluded its inspection of the school's activities.

The inspection team determined that the school was sponsored 19 lockers for students. The school set up a team to receive the sponsorship. But the school was the one who received the sponsorship, not the team.

In the handover minutes of these cabinets, there is an inconsistency between the cabinet sponsors. When recording the executive committee of the parents' association of each class, another section records the cabinet sponsor as the representative board of the parents' association of the school.

In addition, the school's leadership was also found to have committed many financial violations. These included spending more than the prescribed amount; spending on entertainment without having a written record of the meeting beforehand.

Collecting labor costs of 20,000 VND per child per month, while the regulation only allows collecting 14,000 VND per child.

The inspection team proposed to take disciplinary action against Ms. Chung based on the level of violation, as well as to refund the wrongful income and expenditure.

"In addition to financial and management violations, we will also consider Ms. Chung's inappropriate behavior during the year-end ceremony. The disciplinary council will vote and decide on the final disciplinary action," Mr. Viet said.
