Accordingly, by mid-2023, in Da Nang city, there are 803 land plots and projects of land-using organizations subject to land use progress inspection.
Of these, 94 cases have had their land use extended for 24 months according to the provisions of the 2013 Land Law with a total extended area of 1,815,927 m2. 40 cases have been inspected and have put the land into use, not yet subject to land use extension with an area of 6,971,551 m2. 669 cases continue to be inspected, regarding land use progress, with a total area to be inspected of 34,295,851 m2.
Specifically, Hai Chau District has 179 cases with a total area of 940,420 m2. Lien Chieu District has 54 cases with a total area of 4,079,271 m2. Son Tra District has 132 cases with a total area of 10,442,137 m2. Ngu Hanh Son District has 84 cases with a total area of 13,431,972 m2.
Cam Le District has 86 cases with a total area of 517,342 m2. Thanh Khe District has 66 cases with a total area of 130,254 m2. Hoa Vang District has 68 cases with a total area of 4,754,452 m2.
The whole city currently has 172 land plots subject to land use progress inspection, with a total area of: 347,250 m2.
After the land use extension, through inspection up to May 1, 2023, out of 68 projects, the land area has expired, 21 projects and land areas have been put into use (30.8%), while the remaining 47 projects and land areas have expired but have not yet put the land into use, completing the investment project.
The reason is that businesses directly affected by natural disasters, environmental disasters or epidemics have not been able to recover.
Faced with this situation, the People's Council of Da Nang City has requested the Department of Natural Resources and Environment and the People's Committees of districts to continue to review and inspect slow-moving projects and vacant land in the city.
On that basis, the unit synthesizes the documents, the actual implementation status of each project, land plot, and drafts reports for each specific case to submit to the City People's Committee for consideration and decision to extend the time affected by the COVID-19 epidemic.
In the context of the global economic crisis, it has affected the financial resources of enterprises to invest in project implementation. Some projects have plans that are no longer consistent with the previously approved general or zoning plans, so they have not yet been granted construction permits. Some projects are stuck in land procedures and are waiting to be resolved...
However, for projects and land plots that have been extended for land use, the departments and branches involved in establishing procedures for investment, construction, planning, land, and environment, upon receiving the enterprise's dossier, must promptly appraise and give opinions within the prescribed time, not allowing it to be prolonged, affecting the progress of putting the land into use.
