The draft Decree regulating salary policy and allowance regime for teachers, which has just been consulted by the Ministry of Education and Training, has added many subjects to receive responsibility and mobility allowances.
According to current regulations, in addition to the proposal to enjoy a special salary coefficient of 1.15-1.3, teachers are also entitled to a number of other allowances. These are seniority allowances for teachers; preferential allowances according to the profession for teachers directly teaching at all levels, subjects, teaching objects and working regions with levels ranging from 25-70%.
In addition, teachers working in specialized schools and areas with especially difficult socio -economic conditions are also entitled to a number of corresponding allowances and subsidies.
In addition, in some job positions, for some types of work, teachers are also paid additional allowances, subsidies, and other remuneration such as position allowance, job responsibility allowance, heavy, toxic, dangerous allowance, mobility allowance, preferential policies in inclusive education , etc.
These allowances and subsidies contribute to improving income and creating motivation for teachers to work with peace of mind, especially teachers working in ethnic minority areas and areas with especially difficult socio-economic conditions.
Notably, the draft Decree adds subjects receiving responsibility allowances and mobility allowances.
In which, job responsibility allowance is mentioned for the first time, ranging from 0.1 to 0.3 for teachers working with specific tasks.
Regarding job responsibility allowance, the draft Decree supplements cases eligible for job responsibility allowance, including professional team leaders/deputy team leaders, department team leaders/deputy team leaders, and equivalent.
There are also teachers of ethnic minority languages in ethnic minority language training departments at higher education institutions; teachers teaching subjects in foreign languages (except teachers of foreign languages); teachers assigned to provide student counseling.
Regarding mobility allowances, the draft Decree adds cases eligible for mobility allowances, including teachers on secondment, inter-school teaching, and teachers who must move to teach at different schools or branches.
According to the Ministry of Education and Training, this regulation aims to overcome shortcomings such as teachers being sent to teach on secondment, inter-school teaching or being transferred to other educational institutions; teachers having to move between schools within an educational institution to teach but not receiving mobility allowance for the days they have to move.
The draft regulation does not apply the job responsibility allowance regime to teachers, principals, vice principals and equivalents.
Professional activities that have been reduced in teaching hours or converted into teaching hours are not eligible for job responsibility allowance, unless otherwise provided by law.
In addition, teachers still receive allowances for heavy, toxic, and dangerous work with a coefficient of 0.1-0.4, similar to present.
According to the Ministry of Education and Training, the cost incurred to pay mobility allowances for additional subjects is about 5.5 billion/month, 50 billion/year.
