Floods on rivers in Hue gradually recede, drowning prevention strengthened

On the morning of October 30, floods on the rivers of Hue city were gradually receding after peaking on the night of October 29.

The water level on the Huong River at Kim Long, the city center, is currently at 3.89m, 0.39m above alert level 3, down 0.85m compared to 0:00 on the same day. The flood on the Bo River is at 4.48m, 0.02m below alert level 3, down 0.48m compared to 0:00 on the same day.

It is forecasted that in the coming hours, the flood levels of rivers will continue to slowly recede. The Huong River and the Bo River will drop to levels above alert 2 and alert 3. The flood levels on the rivers are gradually receding but are still high and causing widespread flooding. Many roads and residential areas, especially in low-lying areas, are still submerged in floodwater. As the flood levels recede, some people are complacent and move through areas that are still deeply flooded and flowing rapidly, leading to many drowning accidents.

On the same morning, the Chairman of the Hue City People's Committee issued an urgent dispatch on strengthening the prevention and avoidance of drowning accidents to ensure the safety of people's lives and property during floods. The Chairman of the Hue City People's Committee requested communes and wards to continue directing the strengthening of barriers and warnings in areas with rapid water flow, deep flood areas and areas at risk of landslides after floods; taking full responsibility before the law, the City People's Committee and the Chairman of the City People's Committee if there is a lack of responsibility in leadership and direction that affects the lives and property of the people and the State.

The City Police directed specialized departments, Commune and Ward Police to continue to organize barricades and warnings to ensure safety for people and vehicles passing by; absolutely do not allow floating vehicles and personal vehicles to move on flooded roads, rivers, lakes, canals, etc. that are not safe and not fully equipped with necessary life-saving equipment.

The media should increase propaganda and reporting on safety measures and drowning prevention; promote the effectiveness of the "on-site self-management" principle; enhance the role of village chiefs, residential groups and people in self-management. Parents should manage and protect their children; be absolutely vigilant when traveling through flooded areas, not let children play near rivers and streams and comply with safety warnings from authorities.

The Department of Education and Training and Hue University directed schools and educational and training establishments in the area to strengthen propaganda, dissemination and guidance on knowledge and skills to prevent and avoid drowning accidents; closely coordinate with parents in ensuring safety for students before, during and after floods.

Owners of irrigation and hydroelectric reservoirs must install warning signs and build barriers at dangerous locations and areas; strengthen management and prevent the use of unsafe temporary bridges, rafts, and homemade membranes for traveling in the reservoir, leading to accidents.
