Housing for the poor

“The day before the uncles and aunts from the city, district and commune came to attend the groundbreaking ceremony for the new house, I was so happy that I couldn’t sleep. For more than half a month now, looking at the brick walls gradually rising, I feel much healthier. At my age, I am grateful to the Party, the State and the local government for allowing me to have a tall and neat house,” Ms. Duong Thi Thao could not hide her joy when we asked her.

Ms. Thao is one of 58 poor households in Loc An commune (Phu Loc district). In previous years, fearing that the house could collapse at any time, the local government repeatedly mobilized to put Ms. Thao's household on the list of temporary house removal and support of 40 million VND. However, because there was no money to continue to supplement the missing part, her family asked to be removed from the priority list. With the determination to remove all temporary and dilapidated houses in the area, at the end of 2024, Ms. Thao and 11 other poor and near-poor households were put on the list of support for temporary house removal in 2025 by the commune.

Mr. Dang Nam, Mrs. Thao's son, shared: "For the past few years, we have been struggling to find money for medicine to treat our mother's illness, so we have not had the means to repair the house. Now that the city has supported us with 70 million VND, the family has more motivation to save up and borrow money to build a house for our mother. Thinking that in about 2 months, she will be able to move into a new, solid and spacious house, everyone in the family feels secure."

These days, 10 houses that were started on the occasion of the New Year in Phu Loc district are being rushed to speed up the progress to be completed in June. In many other localities such as Phong Dien, Huong Tra, Phu Vang..., projects to eliminate temporary houses, charity houses for poor households, households in difficult circumstances are also being started one after another. There are cases where there are still problems with land, loans... that have been given priority by the government to resolve, connecting to disburse preferential loans to soon deploy new construction and repair of houses on schedule.

In 2025, Phong Dien is determined to work with the entire city to complete the elimination of temporary and dilapidated houses for households with housing difficulties. To achieve this goal, from the beginning of the year, the number of households needing support to eliminate temporary houses has been specifically listed by the local government, with the right targets for housing difficulties; including 88 households with revolutionary contributions and 66 poor and near-poor households. With a spirit of urgency, ensuring quality and progress, the town has set out a plan to complete the support for new construction for households before June 30 and complete the support for house repairs before October 30. Balancing the local financial capacity, Phong Dien agreed on the level of support for house repairs at 30 million VND/house and increased the level of support for new construction from 60 million VND to 80 million VND/house compared to current regulations. This additional support fund is mobilized by the locality from other legal sources.

Leave no one behind

The program to eliminate temporary and dilapidated houses is a deeply humane policy that the Party, government and people of Hue city have inherited and implemented over the past many years, especially in the process of turning Hue into a centrally-governed city.

To continue to maintain the goal of sustainable poverty reduction and implement the Prime Minister's telegrams and directives on accelerating the elimination of temporary and dilapidated houses nationwide, during this peak period, Hue City mobilized the entire political system to join in with high determination, to implement thoroughly and drastically. From the district to the commune level, urgently review and make a list so as not to miss out those in need of support. Thereby, helping those in difficult circumstances to "settle down and make a living", ensuring social security.

In the past time, the city has implemented 3 programs in parallel: Eliminating temporary houses for people with meritorious services; supporting housing under the National Target Program on Socio -Economic Development for Ethnic Minorities and Mountainous Areas for the period 2021 - 2025; Eliminating temporary houses for people. From 2021 to 2024, after 4 years of implementation, the whole city has nearly 7,000 newly built and repaired houses.

To achieve the goal of eliminating temporary houses and severely damaged houses for nearly 950 disadvantaged households in the city in 2025, Decisions No. 400 and 542 on approving two projects to support the construction, renovation and repair of houses for people with meritorious services, relatives of martyrs and eliminating temporary houses and dilapidated houses for local people were issued by the City People's Committee on February 17 and 28. Of which, the number of households with meritorious services to the revolution receiving housing support under Decision 400 is 559 households; including 236 new houses, 323 houses repaired, with a total support cost of 23.85 billion VND, from 100% of the central budget. The number of households receiving housing support under Decision 542 is 386 poor households, near-poor households and households in other difficult circumstances; including building 80 new houses and repairing 306 houses, with a total support budget of 13.98 billion VND. This budget is taken from the 5% savings on regular expenditures in 2024 in the city and other legally mobilized sources.

Up to now, the Steering Committee for the implementation of the elimination of temporary and dilapidated houses from the city to the commune level has been established and the implementation plan of the program has been issued specifically by the localities. Even from proactively balancing the budget to mobilizing more social resources in the direction of diversifying support sources in terms of human resources, materials... all are operating smoothly and synchronously.

A great, humane policy towards difficult circumstances is being accompanied, unanimously and widely spread by the entire political system, all classes of people, and the business community. Each cadre, unit, and locality is clearly assigned people and tasks to supervise, urge, and ensure the implementation progress and completion time..., with the determination to complete, quickly and well the Program to eliminate temporary and dilapidated houses in the city in 2025.
