"Unlocking" land procedures

From July 1st, 2025, a major change in land procedures will officially take effect. Accordingly, Decree No. 151/2025/ND-CP on the delineation of authority between two levels of local government has clearly stipulated that many land procedures will be transferred to the commune-level People's Committees for resolution. This regulation contributes to significantly shortening the time and simplifying the land procedure process.

Easy, convenient

Observations at the Nong Tien Ward Public Administrative Service Center on the morning of July 10th showed a very lively working atmosphere. At the land registration counter, two staff members were always on duty to assist residents. Ms. Tran Thuong Huyen, from Trang Da 6 residential group, Nong Tien ward, owns nearly 600 square meters of land planted with perennial trees and needs to convert its use to residential land for building a house. Ms. Huyen happily stated: “The staff guided me attentively, clearly, and easily. I am very satisfied.”

The satisfaction of the people when land issues are resolved locally is easily noticeable. Mr. Nguyen Van Tai, from Deo Hoa village, Yen Son commune, could not hide his excitement when the land administration officials provided dedicated guidance, helping him complete the procedures to remove the mortgage registration on his land title quickly. Mr. Tai shared: “I didn't fully understand the necessary documents, but luckily, with the officials' guidance, the process of applying for a land use right certificate was very convenient, without having to go through many stages of paperwork from the commune to the district as before.”

Similarly, at the Public Administrative Service Center of Ha Giang 1 Ward, Mr. Mao Quyet Thang, Vice Chairman of the Ward People's Committee and Director of the Center, said that staff at the information desk are always ready to assist people in completing paperwork, ensuring a smooth process. From July 1st to 11th, the Center processed more than 60 dossiers, including over 20 land-related dossiers.

Mr. Trinh Van Binh, from Ha Thanh residential group, Ha Giang 1 ward, also expressed his satisfaction when applying for a land ownership certificate for the first time: “Previously, whenever I had to deal with land-related procedures, I was always apprehensive about the cumbersome process, complicated paperwork, and having to travel back and forth many times. However, now, thanks to being able to handle it right at the commune level, the procedure has become simpler and more convenient.”

Address the bottlenecks.

Decentralizing the authority to issue land use right certificates to the commune level is bringing many advantages to the people, but in the early days of implementation, certain difficulties are unavoidable.

Mr. Sin Van Tien, a land administration officer in Trung Son commune, shared the challenges they are facing: “The level of expertise among commune officials is limited, and they are not truly specialized in land registration procedures. In particular, surveying and creating land maps is a new task, as it was previously handled by the district-level Land Registration Office, and we lack the necessary tools.”

Regarding these difficulties, Mr. Pham Manh Duyet, Director of the Department of Agriculture and Environment of Tuyen Quang province, shared: “In the past, we established a Zalo group to provide specific guidance documents to the communes. Besides that, we have also requested the communes to report any difficulties and obstacles so that we can soon open training courses and provide in-depth guidance for the commune-level land administration staff. This is a key solution to improve capacity and ensure that officials understand the procedures and are proficient in using the supporting tools.”

The decentralization of land use right certificate issuance authority to the commune level is creating positive signals, realizing the aspiration for a people-friendly and efficient administrative system.
