On behalf of the Provincial Party Committee, People's Council, People's Committee, and Provincial Fatherland Front Committee, I would like to express my sincere thanks to the Chairman of the National Assembly; former leaders of the Party and State; Deputy Prime Minister; members of the Party Central Committee; leaders of central departments, ministries, branches, and organizations; leaders of provinces and cities; embassies, representatives of international organizations; leaders of Bolikhamxay, Khammouane, and Savannakhet provinces of the Lao People's Democratic Republic; Bung Kan and Nong Khai provinces of the Kingdom of Thailand; corporations, enterprises, and distinguished delegates who attended the conference. Your presence shows your affection and responsibility for Ha Tinh province and the Central region, a sacred land with talented people.

Dear delegates!

With the attention of the Party Central Committee, the National Assembly, the Government, the Central Committees, ministries, branches and organizations, the Planning for the period 2021 - 2030, with a vision to 2050 of Ha Tinh province has been approved by the Prime Minister. Through the direction of the National Assembly Chairman Vuong Dinh Hue; through the comments of corporations, enterprises and experts, Ha Tinh province is increasingly aware of planning work, planning protection and planning concerns.

With human resources, land, mineral resources, deep-water ports, convenient transportation systems, cultural traditions, and love of learning, many opportunities have been opening up for Ha Tinh to realize its aspirations of development.

Ha Tinh has a huge and unique system of historical - cultural relics, scenic spots, relics, antiquities, and national treasures. There are 5 out of 15 intangible cultural heritages of the country honored by the United Nations Educational, Scientific and Cultural Organization. Huong Tich Pagoda is located on the top of Hong Linh Mountain, known as "Hoan Chau's most beautiful landscape".

With three ecological regions: The midland and mountainous region has a large area, with the Ngan Truoi - Cam Trang irrigation project with the third largest capacity in the country, the Ke Go irrigation project with beautiful scenery and Son Kim hot spring, Vu Quang Nature Reserve, Vu Mon waterfall associated with the legend of the carp turning into a dragon, suitable for forestry development, animal husbandry, fruit tree and medicinal plant cultivation, tourism and service development.

The delta region has abundant human resources and synchronous infrastructure, favorable for agricultural, industrial and commercial development.

The coastal strip has many beautiful beaches, 4 large river mouths, and the Vung Ang - Son Duong seaport with a natural depth of 22 meters, opening up many opportunities for the marine economy.

Ha Tinh is a hub located on important North-South trade routes, the East-West economic corridor, connecting with Laos and the northeastern region of Thailand.

Security, order and social safety are ensured; administrative reform is focused. Accordingly, the provincial competitiveness and satisfaction index of organizations and individuals are always improved. Along with that, investment projects of Formosa Company, Vingroup Corporation, Vung Ang I Thermal Power Plant, Vung Ang II Thermal Power Plant, Hoanh Son Group, Mineral and Trade Corporation and the dynamism and creativity of banks, corporations and enterprises in the area have created connections and exchanges between Ha Tinh and other provinces and cities.

Overview of the conference.

At today's conference, 15 projects were signed with a total investment of nearly 10 trillion VND; 25 cooperation memoranda with a total investment of more than 210 trillion VND will create new momentum and space for Ha Tinh province.

To implement the Provincial Planning, Regional Planning, and National Master Plan, Ha Tinh province commits to do its best to awaken the potentials and advantages, and build a healthy investment environment. Determining that the completion and announcement of the planning is only the initial result; the measure to evaluate the quality and effectiveness of the planning is that the locality must be rich, civilized, and the people's material and spiritual life must be improved. The organization and implementation of the planning must be scientific, rigorous, but flexible, and consistent with the Master Plan.

The political system at all levels of the province will continue to promote administrative reform, linking digital transformation and digital connection; attracting projects with modern, environmentally friendly technology, ensuring the goal of green growth and sustainable development. Building a multi-sector, multi-sector Vung Ang Economic Zone; a dynamic Cau Treo International Border Gate Economic Zone, connecting regional, inter-national, inter-regional and inter-international development.

For investors, Ha Tinh province hopes that businesses and entrepreneurs will accompany the province to synchronously and effectively implement the planning; when encountering problems and difficulties, promptly inform the province and businesses to resolve them.
