N MANY NEW POLICIES
On the eve of the new school year, on August 22, General Secretary To Lam signed and issued Resolution No. 71 of the Politburo on breakthroughs in education and training development, which sets out the goals of Vietnamese education by 2030, 2035, and 2045 with specific tasks and solutions.
This is also the first school year that 100% of tuition fees are exempted from 3-month-old preschool children to high school students and those studying general education programs in public educational institutions in all 34 provinces and cities nationwide. At the same time, preschool children, high school students, and those studying general education programs in private educational institutions are supported with tuition fees. In addition, according to the guidance of the Ministry of Education and Training, in the 2025-2026 school year, qualified middle and high schools will organize 2 sessions/day, with no more than 7 periods per day (primary schools will continue to teach 2 sessions/day according to regulations).
Students enter the new school year 2025-2026 with many humane policies for learners and promoting the quality of education.

From September 25, 2025, Decree No. 222/2025/ND-CP of the Government regulating the teaching and learning in foreign languages in educational institutions will come into effect. Accordingly, general education institutions implementing the Vietnamese General Education Program are allowed to teach and learn some subjects, educational activities or some contents of some subjects, educational activities in foreign languages, with priority given to subjects in the fields of mathematics, natural sciences , technology and information technology. Continuing education programs are partly taught and learned in foreign languages.
In the 2025-2026 school year (specifically from July 1, 2025), students will receive an increase in the state budget's support for health insurance contributions from 30% to a minimum of 50% according to Decree No. 188/2025/ND-CP of the Government detailing and guiding the implementation of a number of articles of the Law on Health Insurance. Accordingly, students only have to pay a maximum of VND 631,800/year for health insurance. Compared to the previous payment level, they will receive an additional reduction of VND 252,720/year.
P DEVELOPING MODERN EDUCATION, INTERNATIONAL INTEGRATION
Ho Chi Minh City, the largest urban area in the country, with about 2.6 million students, nearly 3,500 schools in 168 wards, communes, and special zones, has implemented a series of new points to develop education in the direction of modernity and international integration.
The city aims to become a large, typical center of high-quality education and training by 2030, quickly approaching international standards, adapting to digital transformation, innovation and integration. Incorporating international integration and digital skills into the general education curriculum, developing new education and training models based on digital platforms, creating lifelong learning opportunities for all citizens.
One of the contents of the new school year's tasks that Mr. Nguyen Van Hieu, Director of the Department of Education and Training of Ho Chi Minh City, emphasized is that teaching must bring excitement to students. "The teaching process must definitely research and innovate methods, aiming at the interests of students, not teaching for exams. A good student with high scores but not good at communication, not knowing how to play sports... is not acceptable," Mr. Hieu emphasized.

The Director of the Ho Chi Minh City Department of Education and Training said that this school year, the department will officially implement regulations to ensure the health and mental safety of students, and improve the quality of education between regions. These include regulations on not using phones, paying attention to school toilets, focusing on comprehensive education... "Phones can only be used during class hours when teachers allow them according to regulations of the Ministry of Education and Training. If students need to use phones, the school must ensure a free communication channel for students," Mr. Hieu emphasized.
Q RESOLUTIONATELY MANAGE EXTRA TEACHING AND LEARNING
The leaders of the Ho Chi Minh City Department of Education and Training acknowledged that when the new school year begins, the issue of extra teaching and learning will "heat up"; therefore, the city will resolutely implement Circular 29 on extra teaching and learning to be strictly implemented, in accordance with regulations, and not let any student be oppressed during the learning process.
Mr. Hieu directed that when registering to teach extra classes, teachers must inform the principal where they teach extra classes, the list of students, and honestly declare on the extra teaching and learning management software of the Ho Chi Minh City Department of Education. From there, it will be discovered whether or not teachers are tutoring their own students.
