Mr. Ho Hong Hai, Deputy Director of the Department of Legal Affairs, Ministry of Information and Communications delivered the opening speech at the training conference.
In his opening speech, Mr. Ho Hong Hai, Deputy Director of the Department of Legal Affairs, Ministry of Information and Communications, said that according to the definition of the United Nations Development Program UNDP (2023), responsible business is a business activity that complies with the law and implements measures to assess, prevent, minimize and overcome adverse impacts of business activities on people, the environment and society.
“Responsible business practices are an important part of achieving the dual goals of economic growth and sustainable development. This is an inevitable trend and requirement for businesses,” Mr. Hai emphasized.
According to Deputy Director of the Department of Legal Affairs - Ministry of Information and Communications, on July 14, 2023, Deputy Prime Minister Tran Luu Quang signed Decision No. 843/QD-TTg promulgating the National Action Program to improve policies and laws to promote responsible business practices in Vietnam for the period 2023-2027.
The objective of the Program is to raise awareness and capacity; review and improve policies and laws and improve the effectiveness of policy and law enforcement to promote responsible business practices in Vietnam in the period of 2023-2027 to promote the positive aspects and minimize the negative aspects of economic and business development activities on society and the environment. Thereby, contributing to promoting the development of a circular economy and perfecting the socialist-oriented market economic institution of Vietnam.
Dr. Luu Huong Ly, Representative of the Department of Civil and Economic Law - Ministry of Justice
Similarly, Dr. Luu Huong Ly, Representative of the Department of Civil and Economic Law - Ministry of Justice, said that responsible business practices are becoming a global standard. According to Ms. Ly, the core idea of responsible business practices is to achieve a balance of the 3 Ps: "profit - people - planet".
Accordingly, it requires businesses not only to comply with the law but also to implement risk assessment measures for human, social and environmental factors, and to address potential risks, such as prevention, mitigation or taking appropriate remedial measures when violations occur.
Ms. Ly also informed about the National Action Program to improve policies and laws to promote responsible business practices in Vietnam for the period 2023 - 2027, including 5 main goals.
Specifically, raising awareness and capacity of state agencies, businesses and communities on responsible business practices, contributing to the implementation of the 2030 Agenda for Sustainable Development.
At the same time, ensure that the State promulgates policies and laws on responsible business practices in accordance with international commitments to which the Socialist Republic of Vietnam is a member; develop priority and incentive measures for enterprises practicing responsible business.
Ensure that businesses comply with legal regulations on responsible business practices; encourage businesses to practice responsible business beyond the minimum legal requirements; thereby contributing to sustainable socio-economic development.
Improve the effectiveness and quality of law enforcement related to responsible business practices of enterprises in Vietnam, including improving the effectiveness of inspection, supervision and promoting access to remedies and improving sanctions to handle violations related to responsible business practices in Vietnam.
According to Ms. Ly, although there are many advantages, the actual implementation of this Program also faces many difficulties and challenges.
Dr. Nguyen Quang Hoa, Lecturer at the Academy of Journalism and Communication, former Editor-in-Chief of Tuoi Tre Thu Do Newspaper, shared at the Conference
First of all, the awareness of responsible business practices among government agencies, businesses and society is still uneven. While some organizations have proactively sought to learn and apply international standards, most still consider this a voluntary or social responsibility issue, rather than a mandatory requirement for sustainable development.
In addition, the legal framework on responsible business practices in Vietnam is still not really complete, along with the effectiveness of law enforcement in this field not meeting expectations, which are also issues that need to be resolved in the coming time.
Also at the conference, Dr. Nguyen Quang Hoa, Lecturer at the Academy of Journalism and Communication, former Editor-in-Chief of the Tuoi Tre Thu Do Newspaper, shared with delegates, reporters, and editors of newspapers and radio stations about writing skills on the topic of promoting businesses to practice responsible business.
