The decision to recognize the Soviet Union in 1933, the mission said, stemmed from the “ political wisdom” of President Franklin D. Roosevelt and other visionary figures in American politics, along with pressure from the business community seeking large-scale projects in the midst of the Great Depression. The rapid industrialization of the Soviet Union at the time was seen as a major economic opportunity for American businesses.
Within a month, the process of establishing relations progressed rapidly: from President Roosevelt's letter to President Mikhail Kalinin in October 1933, to negotiations in Washington with the participation of Soviet Foreign Commissioner Maksim Litvinov and the exchange of notes of recognition.
The statement also reviewed the ups and downs in bilateral relations over the following decades: from World War II alliance to the lingering tensions of the Cold War.
Besides positive milestones such as the cooperation in establishing the United Nations, arms control agreements or the joint Soyuz-Apollo mission in 1975, the two superpowers also came close to the brink of conflict many times, especially during the Cuban Missile Crisis and the downing of a Korean Boeing.
However, the Russian Embassy stressed that the two countries “always find solutions” and are fully aware of their roles and responsibilities for global security.
