According to RT , Russian President Vladimir Putin's assistant, Vladimir Medinsky, said on October 23 that the exchange of dead soldiers took place according to the agreement reached during direct negotiations between the Russian and Ukrainian delegations in Istanbul (Turkey) earlier.
"Moscow has returned the bodies of 1,000 soldiers to Ukraine and Kiev has returned 31 bodies of soldiers to Russia," said Mr. Medinsky, who served as the head of the Russian negotiating delegation.

The Ukrainian Command for Coordination of the Treatment of Prisoners of War confirmed the repatriation of the remains of the servicemen between the two sides. The agency said identification and forensic examination would follow, and thanked the International Committee of the Red Cross for assisting in the repatriation.
Under the Istanbul agreement, Russia returned the remains of thousands of servicemen to Ukraine. The deal also allowed for a large-scale prisoner exchange, in several stages.
Russian Foreign Minister Sergey Lavrov said in August that, during the most recent round of talks in Istanbul, Moscow proposed creating three specialized working groups to address military, humanitarian and political issues, but has yet to receive an official response from Kiev.
