The recent conclusion of the Nghe An Provincial Inspectorate pointed out many shortcomings and defects in financial management, hospital fee collection and expenditure, use of public assets, joint ventures as well as drug and medical supplies procurement activities of Nghi Loc General Hospital.
Specifically, regarding hospital fee revenue, the Inspection Team discovered that the hospital had paid hospital fees from the Health Insurance Fund in violation of regulations for Phaco surgical technical services (ultrasonic lens disintegration) in the two years 2023-2024.
The amount of money the hospital paid for hospital fees from the Health Insurance Fund in violation of regulations was over 740 million VND.
In the field of basic construction, the hospital made settlement of the value of construction and installation volume, including the repair of biological tanks, fences, drainage systems, as well as some treatment areas and specialized departments, higher than the actual value in 3 repair projects, with the amount of violation of 94.7 million VND.
Regarding service business activities, the hospital used public assets for lease and business (restaurant, canteen, pharmacy, parking lot, on-demand services...) without the project being approved by the Provincial People's Committee, violating the Law on Management and Use of Public Assets 2017.
In addition, in the activities of selling medical records and depositing money in banks, the unit only applied a tax rate of 2% instead of 5%, leading to underpayment of corporate income tax, with the amount of 33.4 million VND.
In the period of 2023 - 2024, the hospital will carry out 5 equipment procurement packages with a total value of more than 2.4 billion VND and 18 drug, chemical, and medical supplies packages worth over 123.6 billion VND.
Although basically complying with the Law on Bidding, the implementation process still revealed many shortcomings such as: Some contract negotiation minutes of designated bidding packages and competitive bidding packages did not follow the prescribed form.
Many procurement packages are less than the signed contracts but the contracts do not have adjustment provisions, violating obligations in contract performance.
There are cases where the needs are not determined to be realistic, leading to the need to sign additional appendices, increasing the contract value compared to the initial winning bid price. Some bid packages, although approved and signed, are not implemented for procurement, causing waste of time and resources.
The contractor selection plan of some packages is not close to reality, violating the provisions of the Bidding Law 2013 and 2023.
Accordingly, the total number of violations that Nghe An Provincial Inspectorate concluded at Nghi Loc General Hospital was 877.4 million VND. Of which, it recommended recovering 848.8 million VND to the state budget and deducting 28.5 million VND from the final settlement of a project.
In addition to economic handling, the Provincial Inspectorate recommended that the Hospital Director organize a serious review of the collectives and individuals with violations; complete the records of management and use of public assets; and handle the capital contribution from employees in accordance with legal regulations.
Nghe An Department of Health is responsible for directing, supervising, and guiding the hospital in the process of overcoming and ensuring the complete end of existing problems./.
