Accordingly, the province will adjust the project scale as follows: constructing 3 berths (including 2 berths for vessels up to 50,000 DWT and 1 berth for vessels up to 100,000 DWT), with a total berth length of 800m, along with a port hinterland area of 32 hectares and supporting facilities such as: a 1,550m long breakwater, a connecting bridge from the access bridge to the berth, a shipping channel, and a berthing and mooring area.
The land area used for the port's hinterland is approximately 32 hectares. The water area used is approximately 208.15 hectares for the construction of offshore port facilities, including: berths, breakwaters, connecting bridges between the access bridge and the berths; turning and mooring areas for ships, and the navigation channel.
The total investment capital for the project is approximately VND 7,325 billion. The investment is divided into two phases: Phase 1 investment capital (2024-2028) is VND 5,250.804 billion; Phase 2 investment capital (2029-2030) is VND 2,074.152 billion.
Project implementation schedule from Q2/2024 to Q4/2024, completing all procedures as required by law. Phase 1, starting from berths No. 06 and No. 07 (50,000 DWT), involves the construction of 1,200m of breakwater, connecting bridge No. 01, shipping channel and maritime support facilities, access roads, architectural works and accompanying infrastructure; implementation period from 2024 to 2028.
Phase 2 involves investing in berth No. 05 (100,000 DWT), constructing a 350m breakwater, connecting bridge No. 02, access roads, and accompanying architectural and technical infrastructure; implementation period is from 2029 to 2030.
Emphasizing that this is a key project for the province, the Secretary of the Nghe An Provincial Party Committee, Thai Thanh Quy, requested that departments and agencies focus on implementing the project.

It is known that Cua Lo Deepwater Port is an important transportation system connecting the national transportation network passing through Nghe An province, such as Vinh International Airport, Hanoi - Ho Chi Minh City railway, National Highway 1A, coastal road, National Highway 7C, etc., serving as a logistics hub for the region and the shortest gateway to the sea on the East-West economic corridor, facilitating transportation and receiving goods for Laos and the Northeast region of Thailand.
However, the infrastructure of Cua Lo deep-water port is not yet capable of receiving ships with a tonnage exceeding 50,000 DWT… The majority of goods from Nghe An have to pass through Nghi Son, Vung Ang, and Hai Phong ports.
Therefore, this project is implemented with the expectation of ensuring the synchronization of the transportation infrastructure connecting the Cua Lo deep-water port with the external transportation network via National Highway 7C (Road D4), serving large-scale maritime cargo transportation, ensuring synchronized infrastructure for the implementation of the Cua Lo deep-water port construction and operation investment project, and creating an attractive and effective investment environment.
