Resolution 71-NQ/TW - a breakthrough driving force for Vietnamese education

Innovative thinking stemming from decades of educational practice.

According to teacher Tran Trung Hieu – History teacher at Phan Boi Chau Specialized High School ( Nghe An ), since the 6th Party Congress in 1986, comprehensive and synchronized reform has been affirmed, with education and training being the central focus.

Over nearly four decades, many important policies and guidelines have been issued, such as Resolution 29-NQ/TW on fundamental and comprehensive reform of education and training, and Resolution 88/2014/QH13 of the National Assembly on reforming the curriculum and textbooks for general education.

In reality, the Party and the State have always considered education, along with science and technology, as a top national priority. However, education and training have not yet truly become the key driving force for the country's breakthrough development.

At many levels, sectors, and localities, the view that "education is a top national priority and a cause for all the people" has not yet been deeply ingrained and implemented decisively. Therefore, the need for a groundbreaking resolution is essential, especially in the context of the country implementing a two-tiered government model, which requires the education system to make solid progress to meet development demands.

Key highlights of Resolution 71-NQ/TW

According to Mr. Hieu, the most important keyword of Resolution 71-NQ/TW is "breakthrough." From the perspective of a teacher directly involved in classroom teaching, he believes that the resolution has addressed core issues and removed many "bottlenecks" in the education system.

Firstly, the resolution places the development of education and training within the framework of national and social governance, closely linked to the socio-economic development strategy. This affirms that education is not just a separate sector or field, but the foundation of all social progress.

Secondly, regarding institutions and mechanisms, Resolution 71-NQ/TW emphasizes promoting decentralization and delegation of power, coupled with appropriate resource allocation, creating conditions for localities to be more proactive in educational development. This is a step consistent with the context of the two-tiered government system currently being implemented.

Thirdly, Resolution 71-NQ/TW provides special and superior preferential policies for teachers. Specifically, it raises the professional incentive allowance to a minimum of 70% for teachers and a minimum of 30% for staff; teachers in disadvantaged areas, border regions, islands, and ethnic minority areas receive 100%. This policy not only improves the lives of teachers but also encourages their dedication to the cause of educating future generations.

Fourth, Resolution 71-NQ/TW ensures the provision of a unified set of textbooks nationwide, while striving to provide free textbooks to all students by 2030. This is a humane step forward, contributing to reducing the financial burden and ensuring equality in access to knowledge.

Fifth, the resolution clearly states the need to innovate the model of specialized schools and gifted schools to focus on nurturing national talent, while affirming that public education is the cornerstone, and private education is an important component of the national education system.

Sixth, the resolution guarantees full and comprehensive autonomy for higher education institutions, creating conditions for them to develop their internal strengths, integrate internationally, and improve the quality of training.

Seventh, the resolution affirms that state budget spending on education and training must reach at least 20% of total budget spending. At the same time, it establishes a National Scholarship Fund and promotes the effective use of various scholarship and talent development funds to encourage learning and nurture talent.

With the above highlights, Mr. Hieu concluded that Resolution 71-NQ/TW not only unblocks long-standing bottlenecks but also creates additional potential, human resources, and material resources, opening up opportunities for Vietnamese education and training to develop significantly in the new era.

To ensure the resolution is implemented promptly.

Besides offering positive assessments, Mr. Tran Trung Hieu also made several suggestions to ensure that Resolution 71-NQ/TW is quickly implemented in practice.

Firstly, the Ministry of Education and Training needs to submit to the National Assembly amendments and additions to several related laws, including the Education Law, to align with the new requirements set forth in the resolution.

Secondly, the government needs to quickly concretize the content of the resolution into specific, feasible policies, linked to a concrete roadmap and monitoring mechanism.

Thirdly, securing sufficient resources for implementation is crucial. The government needs to ensure the necessary budget is in place starting from the 2025-2026 school year so that the policy can be put into practice early and yield tangible results.

Teacher Hieu affirmed: "With a spirit of breakthrough and high political determination, Resolution 71-NQ/TW will create a new impetus, further motivating the cause of education, so that education truly becomes a top national priority, contributing decisively to the sustainable development of the country."
