On October 30, the Central Propaganda and Mass Mobilization Commission coordinated with Tu Du Hospital to organize a seminar: "Implementing Resolution No. 72-NQ/TW on treatment, care and improvement of people's health".
'Guidelines' for innovation in grassroots health network
In the report "Current situation and solutions for developing the grassroots health network in Ho Chi Minh City", Mr. Nguyen Van Vinh Chau - Deputy Director of the Ho Chi Minh City Department of Health - affirmed that Resolution 72 is the guideline for the comprehensive innovation of the grassroots health network, and at the same time is the foundation to maximize the role of grassroots health in primary health care and management.
Currently, Ho Chi Minh City has 38 regional medical centers, 168 ward and commune health stations and 296 medical points.
Mr. Chau said that in recent years, the city’s grassroots health network has achieved many important results, contributing to improving the quality of population, health and life of the people. Besides, the city’s grassroots health care still faces many challenges such as a serious lack of human resources.
Currently, the entire grassroots system has 8,511 people, of which doctors account for 22%, lower than the requirement to serve a large population, especially in remote areas.
Many health stations do not have enough doctors, especially general practitioners, family medicine practitioners, obstetricians and pediatricians, making it difficult to provide regular medical examination and treatment; many health stations are degraded and do not meet the criteria of national standard health stations...
The rate of people coming to the station for initial medical examination and treatment is only 15-20% as there is still a tendency to go beyond the medical examination and treatment line, not completely trusting the capacity of the grassroots level.
Implementing the direction of the City Party Committee and People's Committee, Mr. Chau said that the Department of Health has been concretizing the spirit of Resolution 72 through 5 key groups of solutions, including: perfecting the organizational model; developing grassroots health human resources; increasing investment in facilities, equipment and digital transformation; innovating financial mechanisms, expanding grassroots health services; improving the quality of health care for all people.
"With the close direction of the City Party Committee, the City People's Committee and the efforts of the entire health sector, I believe that the grassroots health network in Ho Chi Minh City will develop strongly, becoming a model for the whole country," Mr. Chau concluded.
Hospital promotes digital transformation
Also at the seminar, leaders of many hospitals and medical universities in Ho Chi Minh City also had many reports on the use of technology in management and medical examination and treatment; financial autonomy models; training, treatment, and attraction of highly qualified medical staff...
Mr. Vo Duc Chien - Director of Nguyen Tri Phuong Hospital - said that the hospital identified digital transformation as an important foundation to improve the quality of medical examination and treatment and enhance management efficiency.
The hospital invested more than 10 billion VND in the digital medical image archiving and diagnostic imaging system (PACS). However, up to now, health insurance has not had an equivalent payment framework for image storage on PACS, because the Ministry of Health has not issued specific instructions on this service.
As a result, when paying for medical examination and treatment, the health insurance agency only accepts the cost of regular printed films (if any), while the cost for PACS - which helps save in the long run (reduced film printing, storage) - the hospital must pay for itself.
"The lack of an official price framework for electronic imaging services makes it difficult for hospitals," Mr. Chien said, adding that this is a major bottleneck in the digital transformation roadmap, and specific regulations and instructions are needed soon to resolve it.

Bringing healthcare closer to the people
