Realizing the key role of propaganda in fire and incident prevention, Senior Lieutenant Bui Van Khoa has actively advised and deployed many creative forms of propaganda, suitable for each target group. During the Lunar New Year 2025, he proactively created videos , clips, and audio files to serve mobile fire prevention propaganda and broadcast on loudspeakers at the facility. During the peak week of fire prevention propaganda in early 2025, Senior Lieutenant Khoa coordinated with his teammates to organize knowledge dissemination, fire prevention and escape skills training at 8 facilities, which are wholesale markets, supermarkets, and large-scale commercial centers with large crowds in Thanh Hoa City. Thereby, more than 3,500 people, including kiosk owners, business households, management boards, and people who came to buy goods and use services, were instructed in knowledge and experienced fire prevention and escape skills.
Notably, with the spirit of daring to think, daring to do, daring to take responsibility, Senior Lieutenant Bui Van Khoa has proactively accepted many new and difficult tasks. Typically, he proactively accepted and designed and built 3 models of fire police officers holding QR codes with propaganda content and instructions on fire prevention and rescue skills. These models were arranged at the one-stop department, the main gate of the unit, creating an effective communication highlight. Many people, especially young people, when coming to work at the Fire Prevention and Rescue Police Department, took souvenir photos, scanned QR codes, and spread propaganda content to their families, relatives, and friends.
Lieutenant Khoa confided: “Being entrusted by the commander to design and build the model, I focused on thinking about the product. That is the overall achievement of the fire prevention team, demonstrating the spirit of creativity and efficiency in the way of working, to convey and widely spread knowledge of fire prevention and fighting and rescue to all people and the community.”
In addition, promoting the knowledge acquired through formal training, along with the spirit of learning, Senior Lieutenant Khoa has regularly innovated the content and methods of propaganda and mobilization to suit each target, location and region. Therefore, the propaganda sessions in which he directly conveys knowledge and skills on fire prevention and rescue often attract the attention and interaction of participants. In addition to the propaganda sessions at production and business establishments, Senior Lieutenant Khoa also coordinates to organize pilot programs on propaganda and experience of fire prevention and rescue skills at many high schools in the province. Through the program, thousands of students and teachers have been instructed in knowledge and practice of fire fighting and escape skills. At the same time, they are equipped with knowledge of fire prevention, accidents, incidents and escape skills in each hypothetical situation close to daily life and activities.
Along with that, performing the task of State management of fire prevention and fighting, he proactively proposed and coordinated the organization of direct propaganda sessions in apartment buildings, schools, and crowded places with the motto "going to every alley, knocking on every door" to directly instruct fire prevention and fighting skills and open escape routes. Through this approach, he contributed to promoting the movement of fire prevention and fighting for the whole population in residential areas.
Not only completing his professional tasks excellently, Senior Lieutenant Bui Van Khoa also actively participated in social activities and was recognized and rewarded by all levels. Thereby contributing to building the image of Thanh Hoa police officers and soldiers as brave, humane, serving the people, and beautiful in the hearts of the people.
