Today (July 10), speaking with VietNamNet reporter, Mr. Ngo Dinh Quang - Director of Quang Cong Minh Joint Stock Auction Company, headquartered in Hoang Mai town ( Nghe An ) said that he was the auctioneer participating in the auction of 56 residential land lots on June 20, in Quynh Hung commune (Quynh Luu district) that the public is interested in.
“The auction was held publicly, with indirect secret ballots. When selling, we did not know who bought it and did not investigate the legal status of one person or another. Only after the auction results were announced, someone disclosed the information and the matter became clear. Therefore, the company sent a document to the district, requesting not to recognize the winning results of 23 plots of land of Mr. Nguyen Van Trong” – Mr. Quang explained.
Mr. Quang admitted that this was a subjective error on the part of the auctioneer in not thoroughly checking the relatives of the auction participants.
"When an individual submits multiple applications, we should review them more carefully," said Mr. Quang.
According to the auctioneer, on the day of the auction, in addition to Mr. Nguyen Van Trong winning 23 lots, Mr. Trong's son, Mr. Nguyen Van Tu, also participated and won 20 more lots in this area. Mr. Tu's lots were approved.
"Both Mr. Trong and his son, Tu, paid more than 40% of the starting price for each plot of land. Other people who came to the auction paid lower prices," said Mr. Quang.
According to Mr. Ngo Dinh Quang, the cancellation of the results was due to Mr. Trong being the younger brother of Mr. Nguyen Van Quy, Vice Chairman of the People's Committee of Quynh Luu district - the person who signed the approval of the starting price and the price of each land lot before the auction.
As for Mr. Nguyen Van Tu who won 20 lots of land (Mr. Quy's nephew - PV), the law allows the auction and recognizes the legal results.
“We explained to the people who were allowed to participate in the auction and read it first and read it later, but the people did not pay attention,” Mr. Quang explained.
There is no favoritism for the Vice Chairman of the district (?)
Talking to VietNamNet reporter, Mr. Nguyen Van Trong, an accountant of Quynh Ba commune (Quynh Luu district) - who participated in the auction of 23 land lots in Quynh Hung commune, said that he had received a notice of cancellation of the auction results of the land lots on June 20. He himself is doing the procedures to get back the auction participation fee, each land lot is 500 thousand VND.
“The plots of land that I had to have cancelled were due to violations of internal regulations involving a relative in the executive board (younger brother of Mr. Nguyen Van Quy – Vice Chairman of the People’s Committee of Quynh Luu District). When it was revealed, I learned that my family members were not allowed to participate in the auction. If I had known from the beginning, I would not have participated,” Mr. Trong informed.
Mr. Trong reflected that if the auction company had clearly announced from the beginning, preventing us from participating in the auction, this would not have happened. “This is the auction company’s fault. We spent a large amount of money, the difference in the starting price of the land lot was up to 700-800 million VND. There is no way that I am Mr. Quy’s younger brother and I am being given preferential treatment,” Mr. Trong said.
According to Mr. Trong, the announcement of the cancellation of 23 auctioned land lots was a 'shock' and a personal lesson.
As reported, on June 20, Quang Cong Minh Joint Stock Auction Company organized a public land auction in Quynh Hung commune (Quynh Luu district, Nghe An), including 56 land lots in Dong Quan area, hamlet 5; the total starting value was up to nearly 60 billion VND.
After the auction ended, the value of 56 residential plots exceeded 85 billion VND.
Notably, out of the total 56 successfully auctioned land lots, Mr. Nguyen Van Trong (residing in Quynh Hung commune - currently an accounting officer in Quynh Ba commune, Quynh Luu district) won 23 land lots with a total value of up to 30 billion VND.
According to research, Mr. Nguyen Van Trong is the younger brother of Mr. Nguyen Van Quy, Vice Chairman of the People's Committee of Quynh Luu district (Nghe An), the person who approved the price of the 56 land lots mentioned above.
The case is being further investigated by Nghe An provincial authorities.
