The shabby condition, damaged infrastructure, and many construction projects lacking safety measures are the shortcomings at the Dong Phat Urban Southeast Residential Area Project (also known as MB 584), Quang Thanh Ward ( Thanh Hoa City).

Records at MB 584 show that, in addition to the households that have completed construction and are living in, there are hundreds of plots of land that are being constructed by contractors. What is worth reflecting here is that during the construction process, the contractors did not arrange tarpaulins, barriers, warning signs of dangerous areas... according to regulations, so sand, gravel, bricks, and rocks fell into neighboring areas and the roadside, potentially posing a safety risk to passersby.
Mr. Nguyen Van H., who has a house on this site, said: The above situation not only causes sloppiness, loss of aesthetics, and unsafety for people to travel, but also when it is sunny, it is dusty, when it rains, mud accumulates in puddles, polluting the environment and affecting people's health. According to Ms. Nguyen Thi Hanh, a resident of Quang Thanh ward, many items such as sidewalks and roadside are dumped and construction materials (soil, sand, bricks, steel, etc.) are gathered indiscriminately by contractors. Many locations of manhole covers, as well as drainage ditches, are damaged but have not been repaired, posing a potential risk to the safety of people passing by, especially children.
Through investigation, it is known that MB 584 was recognized by Thanh Hoa Provincial People's Committee as the winning result of the auction of land use rights in Decision No. 1055/QD-UBND dated March 26, 2020. From the end of 2023 until now, hundreds of land lots at this site have been being vigorously constructed by contractors, causing many problems in construction order here.
Talking with Ms. Do Thi Trang, Chairman of the People's Committee of Quang Thanh Ward, said: The investor of MB 584 is BNB Hanoi Company Limited (headquartered on the 3rd floor, Tay Ha Building, Phung Khoang Urban Area, Trung Van Ward, Nam Tu Liem District, Hanoi). To limit the above shortcomings, the locality also regularly coordinates with the investor to propagate to raise people's awareness in construction activities. However, there are still a number of people who do not comply with the regulations, leading to the situation of being cleared today, but reoccurring tomorrow. This is one of the difficulties of the locality when the construction site is not completed, there is no camera surveillance system; the specialized force is thin; the coordination of the investor is not regular...
Previously, Thanh Hoa City People's Committee also imposed an administrative fine of more than 100 million VND on the investor MB 584 for the violation of constructing a project that did not comply with the approved construction design and during the construction process, did not cover it, causing construction materials to fall onto the surrounding area.
According to the provisions of sub-section 2.1, section 2 of Circular 16/2021/TT-BXD dated December 20, 2021 promulgating QCVN 18:2021/BXD national technical regulations on safety in construction, regulations on ensuring safety at construction sites and surrounding areas clearly state: Employers must be responsible for establishing and implementing safety measures and other necessary measures to protect workers on construction sites and people in neighboring areas from risks arising from the construction site; ensuring hygiene and environment inside and outside the construction site.
Before and during the implementation of construction activities at the construction site, the employer must base on actual conditions, characteristics of the construction site, works and characteristics of different types of construction work to identify dangerous factors, harmful factors, determine dangerous areas, hazardous areas on the construction site and surrounding areas.
Dangerous and hazardous areas must be established and controlled to ensure safety by measures such as: having fences or strong shields to prevent intrusion; having specific warning and guidance means; having people on duty to protect, warn and control entry and exit.
Thus, in order to thoroughly handle the above shortcomings and limitations, it is necessary to have the synchronous participation of local authorities, project investors and functional forces, such as construction inspectors, urban regulations... in strengthening inspection and handling of violations in construction activities here.
