Former Principal of Pham Ngoc Thach University of Medicine was disciplined, resigned at will

The Ho Chi Minh City Department of Health has allowed Mr. Nguyen Thanh Hiep, former Principal of Pham Ngoc Thach University of Medicine in Ho Chi Minh City, to resign at his request, starting today.

The Director of the Ho Chi Minh City Department of Health has just signed a decision to terminate the employment of an employee. Accordingly, the Ho Chi Minh City Department of Health has approved the termination of Mr. Nguyen Thanh Hiep (49 years old), of the Department of Medical Affairs.

According to the decision, Mr. Nguyen Thanh Hiep resigned from today (September 8).

Previously, on April 4, the Ho Chi Minh City Party Committee's Inspection Commission announced that it had reviewed and disciplined one party organization and three party members. Among them, Mr. Nguyen Thanh Hiep, Principal of Pham Ngoc Thach University of Medicine, was disciplined with a warning.

According to the disciplinary decision, Mr. Nguyen Thanh Hiep is Deputy Secretary of the Party Committee, Vice Chairman of the University Council, Principal of Pham Ngoc Thach University of Medicine, former member of the Executive Committee of the Party Committee of the University and College Block of Ho Chi Minh City (from August 2022 to August 2024).

From August 2022 to August 2024, as Deputy Secretary of the Party Committee of Pham Ngoc Thach University of Medicine, term 2020 - 2025, Mr. Hiep is jointly responsible for the shortcomings and violations of the Party Committee of Pham Ngoc Thach University of Medicine.

In his role as Deputy Secretary of the Party Committee and Principal of Pham Ngoc Thach University of Medicine, Mr. Nguyen Thanh Hiep had shortcomings and violations. Specifically, Mr. Nguyen Thanh Hiep lacked responsibility in implementing 6 resolutions of the Party Committee of Pham Ngoc Thach University of Medicine. The leaders implemented and made decisions that were not in accordance with the principles and regulations on the appointment and reappointment of management officials.

Mr. Nguyen Thanh Hiep lacked responsibility in implementing working regulations, the principle of democratic centralism and the exemplary responsibility of cadres and party members. Mr. Nguyen Thanh Hiep organized domestic and foreign working delegations with incorrect composition and job requirements. He lacked responsibility in inspection and supervision, allowing many party members and employees to commit shortcomings and violations.

According to the decision of the Ho Chi Minh City Party Committee's Inspection Committee, Mr. Nguyen Thanh Hiep's violations caused bad public opinion among cadres and party members, reducing the prestige of the Party Committee, Pham Ngoc Thach University of Medicine and his personal prestige.

After that, Mr. Nguyen Thanh Hiep also had many urgent documents in a row related to the 2025 Basic Professors Council. This made the Party Committee of Pham Ngoc Thach University of Medicine unanimously withdraw the decision of the principal on establishing an inspection team for the activities of the Science and Training Council, related to the proposal to establish the Basic Professors Council in 2025. The Party Executive Committee requested the principal to seriously criticize, learn from experience and send a review report.

On April 26, the Ho Chi Minh City People's Committee also issued a decision to discipline Mr. Nguyen Thanh Hiep in the form of a warning according to the provisions of Clause 2, Article 1 of Decree No. 71/2023/ND-CP on amending and supplementing a number of articles of Decree 112/2020 on disciplinary action against cadres, civil servants and public employees.

Mr. Nguyen Thanh Hiep was transferred to the Ho Chi Minh City Department of Health to work before resigning.
